Fat Bastard's revelation "I eat because I'm depressed and I'm depressed because I eat" in the Austin Powers film series may be explained by sophisticated neuroscience research being undertaken by scientists affiliated with the University of Montreal Hospital Research Centre (CR-CHUM) and the university's Faculty of Medicine. "In addition to causing obesity, rich foods can actually cause chemical reactions in the brain in a similar way to illicit drugs, ultimately leading to depression as the 'come-downs' take their toll," explain lead researcher, Dr. Stephanie Fulton. As is the case with drug addicts, a vicious cycle sets in where "food-highs" are used as a way to combat depression. "Data shows that obesity is associated with increased risk of developing depression, but we have very little understanding of the neural mechanisms and brain reward patterns that link the two," Fulton said. "We are demonstrating for the first time that the chronic consumption of palatable, high-fat diets has pro-depressive effects."

A molecule in the brain known as dopamine enables the brain to rewards us with good feelings, encouraging us to learn certain kinds of behaviour. This chemical is the same in humans as it is in mice and other animals. The research team feed mice different kinds of food and monitored how the diet affects the way the animals behave. Fulton and her colleagues use a variety of scientifically validated techniques to evaluate the relationship between rewarding mice with food and their resulting behaviour and emotions. The team is also contributing to the improvement of these techniques, such as the one demonstrated in the video. Later, the team actually looks at the brains of the mice to see how they have changed.

Mice that have been fed a higher-fat diet exhibit signs of being anxious, such as an avoidance of open areas, and of being depressed, such as making less of an effort to escape when trapped. Moreover, their brains have been physically altered by their experiences. For example, CREB is a molecule that controls the activation of genes involved in the functioning of our brains and is well known for its contribution to memory formation. CREB is much more activated in the brains of higher-fat diet mice. Finally, these mice have higher levels of corticosterone, a hormone that is associated with stress.

Fulton and her team are part of a research network that is working together to address the biological reasons for obesity and its related diseases, such as cardiovascular diseases, type 2 diabetes, some cancers, and of course depression. She is based at the Montreal Diabetes Centre, an institution associated with the CHUM and four Montreal universities that brings together facilities for clinical research, cell biology and microscopy research, and rodent physiology research, such as that involved in the depression study. "Although popular culture jokes about these illnesses and even mocks the people who are suffering, obesity is a serious and major public health issue that already affects hundreds of millions of people. As a society, we must avoid creating stigma and discriminating against obese and depressed people," Fulton said. "With regards to research, it is urgent that we identify the molecules and neural pathways involved in obesity and obesity-related illnesses. My colleagues and I are committed to identifying the brain circuitry involved in these diseases and to improving the tools available to researchers working in the same field."

First Annual Privacy Forum 10-11 Oct 2012 in Cyprus: Call for ...

On 10-11, October, 2012, ENISA is organising the Annual Privacy Forum 2012 (APF?2012) www.privacyforum.eu . This event is organised in collaboration with DG INFSO and the University of Cyprus. The aim is to establish an annual forum, where the gaps between research in the area of privacy and the relevant policy initiatives are addressed. For ENISA, the APF, is its new, key event, replacing the Summer School events.

This first edition of the APF will take place in Limassol, Cyprus, and is endorsed as one of the events of the Cypriot EU-Presidency. Future Annual Privacy Forums should also be linked to EU-presidencies.

Indian state OKs shooting tiger poachers on sight

NEW DELHI (AP) ? A state in western India has declared war on animal poaching by allowing forest guards to shoot hunters on sight in an effort to curb rampant attacks on tigers and other wildlife.

The government in Maharashtra says injuring or killing suspected poachers will no longer be considered a crime.

Forest guards should not be "booked for human rights violations when they have taken action against poachers," Maharashtra Forest Minister Patangrao Kadam said Tuesday. The state also will send more rangers and jeeps into the forest, and will offer secret payments to informers who give tips about poachers and animal smugglers, he said.

No tiger poachers have ever been shot in Maharashtra, though cases of illegal loggers and fishermen being shot have led to charges against forest guards, according to the state's chief wildlife warden, S.W.H. Naqvi.

But the threat could act as a significant deterrent to wildlife criminals, conservationists said. A similar measure allowing guards to fire on poachers in Assam has helped the northeast state's population of endangered one-horned rhinos recover.

"These poachers have lost all fear. They just go in and poach what they want because they know the risks are low," said Divyabhanusinh Chavda, who heads the World Wildlife Fund in India and is a key member of the National Wildlife Board, which advises the prime minister. In many of India's reserves, guards are armed with little more than sticks.

India faces intense international scrutiny over its tiger conservation, as it holds half of the world's estimated 3,200 tigers in dozens of wildlife reserves set up since the 1970s, when hunting was banned.

Illegal poaching remains a stubborn and serious threat, with tiger parts in particular fetching high prices on the black market because of demand driven by traditional Chinese medicine practitioners.

According to the Wildlife Protection Society of India, 14 tigers have been killed by poachers in India so far this year ? one more than in all of 2011. The tiger is considered endangered, with its habitat shrinking more than 50 percent in the last quarter-century while its numbers declined from an estimated 5,000-7,000 in the 1990s, according to the International Union for Conservation of Nature.

Eight of this year's tiger poaching deaths in India occurred in Maharashtra, including one whose body was found last week chopped into pieces with its head and paws missing in Tadoba Tiger Reserve. Forest officials have also found traps in the reserve, where about 40 tigers live.

Naqvi said encounters between Maharashtra's forest guards and poachers were rare because poachers generally hunt the nocturnal big cats at night. He said the state's offer to pay informers from a new fund worth about 5 million rupees ($90,000) would likely be more effective. "We get very few tips, so this will really help," he said.

But conservationists said the fact that poachers are rarely seen has more to do with low ranger numbers, and that increasing patrols around the clock would help.

Dozens of other animals are also targeted by hunters across India, including one-horned rhinos and male elephants prized for their tusks, and other big cats like leopards hunted or poisoned by villagers afraid of attacks on their homes or livestock.

A recent study on hunting in India noted 114 species of mammals were being actively hunted across the country, with dozens of birds and reptiles also under attack.

"There has been an onslaught going on in India," said William Laurance, a conservation biologist at James Cook University in Australia and one of the three authors of the study, which was published in Biological Conservation journal in April. "It's a serious threat to wildlife, along with habitat encroachment and forest degradation. A lot of species are clinging to survival in remote areas."

It's unclear whether Maharashtra's example in targeting poachers will be followed by other states, though tiger poaching has also been a major problem in Rajasthan and Madhya Pradesh in recent years. The hunting of male elephants for their tusks has skewed the sex ratio, and there are now about 100 female elephants for every male in the south.

According to the April study, some of the most rampant hunting is occurring in the eastern Himalayas, where high numbers of army troops are deployed and some hunt for sport, and in the northeast near the porous border with China and Myanmar, where hunting is a way of life and sometimes an economic necessity for tribal communities.

"The remarkable thing in India is that there is still anything alive at all with 1.2 billion people," Laurance said. "As populations grow, an increase in hunting pressure is a classic thing that happens."

Proven friction stir welding technology brings together reliability and affordability for NASA's space launch system

ScienceDaily (May 21, 2012) ? NASA's next heavy-lift launch vehicle, the Space Launch System, is moving further in development faster thanks to proven advanced technologies like friction stir welding.

Friction stir welding uses frictional heating combined with forging pressure to produce high-strength bonds virtually free of defects. The welding process transforms metals from a solid state into a "plastic-like" state, and uses a rotating pin tool to soften, stir and forge a bond between two metal plates to form a uniform welded joint -- a vital requirement of next-generation space hardware.

"NASA is leveraging key technologies like friction stir welding from the Space Shuttle Program to design and manufacture the Space Launch System," said Todd May, SLS program manager at the Marshall Space Flight Center in Huntsville, Ala. "NASA's advancements in friction stir welding techniques used to manufacture the external tanks give SLS a head start in development while reducing program cost, increasing reliability and creating hardware with superior mechanical properties. This technology directly supports SLS' program tenets of safety, reliability and sustainability."

In the mid 1990s, following use of a new lightweight aluminum lithium alloy created to reduce the weight of the external tanks, Marshall engineers found the new alloy difficult, complex and costly to weld. Engineers researched and adapted the innovative friction stir welding process for use on the 153.8-feet-tall orange space shuttle external tanks used to hold propellant for the space shuttle main engines. The process reduced manufacturing costs, increased reliability and significantly lowered the number of defects to yield a nearly perfect weld.

The Space Shuttle Program implemented the new weld technique in its manufacturing process of the external tank in 2001. The first friction stir welded tank flew in 2009. Since then, NASA has developed multiple tools and advanced processes to enhance its welding capabilities on aerospace hardware.

"State-of-the-art friction stir welding will continue to be a critical technology as we continue to learn how to build more efficient space vehicles with less expensive materials," said Jon Street, welding and manufacturing lead in the Material & Processes Laboratory at the Marshall Center. "Friction stir welding yields higher strength metals with higher reliability and predictability. It also increases efficiency by reducing the number of weld passes that traditional fusion arc welding requires. In addition, it offers safer, more environmentally friendly operations than traditional welding by not creating hazards such as welding fumes, radiation or high voltage. SLS will benefit from all of these advancements."

Today, the Boeing Company of Huntsville, Ala., is developing the SLS core and upper stage using the friction stir welding process. The core stage will tower over 200 feet tall with a diameter of 27.5 feet and store cryogenic liquid hydrogen and liquid oxygen to feed RS-25 engines. The upper stage, powered by J-2X engines, will be used on the evolved SLS and share common attributes with the core stage such as its outer diameter, material composition, subsystem components and tooling. Both stages will be built at NASA's Michoud Assembly Facility in New Orleans with state-of-the-art manufacturing equipment and tooling -- including one of the largest robotic friction stir welding systems in the world.

"NASA's strategy to affordably achieve a 2017 first flight for its new launch vehicle depends a great deal on the ability to leverage existing technologies and expertise, while taking advantage of the new science and innovations necessary to achieve extended flights of discovery," said Jim Chilton, Boeing Exploration Launch Systems vice president. "Friction stir welding technology meets all of those challenges."
