Tough calculus for Obama in Chinese leader's election-year visit (Reuters)

WASHINGTON (Reuters) ? Even as he greets China's vice president in the Oval Office on Tuesday, President Barack Obama is quietly overhauling U.S. economic policy toward Beijing, looking for new ways to extract results on issues such as market access and currency manipulation that have bedeviled him and his predecessors.

Obama's need to boost U.S. exports and show he can be firm with China, and his simultaneous hopes for a smooth start with Vice President Xi Jinping, who is due to become China's leader in 13 months, illustrate the conflicting tugs on Washington's China policy.

Making the calculus even more complicated, Xi arrives in the middle of a U.S. election year, in which Obama's dealings with Beijing are a popular punching bag for Republican presidential candidates aiming to challenge the Democratic incumbent.

Xi is getting the full Washington tour: visits to the State Department, Pentagon and Capitol Hill, as well as meetings with U.S. and Chinese business leaders.

But he won't be offered the complete red-carpet treatment. For all his power within the Chinese system, Xi is still for now No. 2, leader-in-waiting behind outgoing President Hu Jintao.

Obama's aides say the visit will produce few, if any, formal agreements. Rather they expect the president and Xi to size one another up. There will be firm talk from Obama on U.S. gripes, and perhaps from Xi as well.

While there has been progress in increasing U.S. exports to China, "we've also raised very directly instances where we believe that China is not living up to the rules of the road that all nations need to with regard to business practices," deputy national security adviser Ben Rhodes told reporters.

POLICY AND POLITICS

China is not beloved by the American electorate. Its trade and currency policies are blamed for job losses in the U.S. manufacturing sector that hit important election battleground states such as Ohio especially hard. Beating up on Beijing is an easy way for candidates from both parties to score political points.

Obama knows that, and he set the stage for tough talk at the Asia-Pacific summit in Hawaii in November, telling China to act like a "grown-up" by reforming trade and currency practices viewed as detrimental to the U.S. economy.

U.S. leverage over Beijing is limited, since China holds hundreds of billions of dollars of U.S. debt.

Still, the policy review, described by an official who recently left the Obama administration, is aimed at finding new ways of getting results on limits to U.S. market access, China's use of state-owned corporations, the valuation of its yuan currency, which U.S. officials see as artificially low, and related issues.

In his State of the Union address last month, Obama announced a new enforcement unit that will investigate unfair trade practices. China will likely be a major target.

Republicans do not see a lot that is working. Mitt Romney, the apparent front-runner in the race for the Republican presidential nomination, has said Obama is not being tough enough. He promised to label China a currency manipulator - something the Obama administration has declined to do.

In a speech to technology executives on Friday, Romney slammed China's "autocratic model" of capitalism, and said that China's rise could ultimately threaten U.S. freedom.

Such criticism has gained traction on the campaign trail.

"China is just a drop in the bucket in terms of things the Obama administration is doing wrong," said Chrystalline Lauryl, 35, who was attending a conservative conference in Washington where the Republican candidates were speaking.

"There's friendly and there's buttering up," she said with regard to China policy. Obama, she said, was doing the latter.

The president's political advisers are aware that Xi's visit could trigger more attacks on the president's record, and they are ready with a string of comebacks about Romney's own record on the subject.

They point out, for example, that in his book "No Apology" Romney criticized Obama for being protectionist after putting tariffs on Chinese tires, while as a presidential candidate Romney said he would apply tariffs to goods after declaring the country a currency manipulator.

"That just gives us another opportunity to talk about a flip flop," a senior Obama campaign official said.

CALCULUS

Obama may not address Romney's critiques directly while Xi is in Washington, but the pressure of the election will influence his positioning.

"The way that China's been broached in the Republican primaries has been one of the things that has contributed to Obama having to take a tougher public stance on some of the China economic issues in particular," said Andrew Small, a China expert at the German Marshall Fund, who said U.S. officials would still be cognizant of China's sensitivity to protocol.

"For this trip itself, the calculus will probably net out in favor of laying on a good show for him," he said.

One senior administration official said the protocol would be appropriate to Xi's current position as vice president.

Making Xi's visit smooth is also important to Obama, who has an interest in establishing good relations with the man expected to lead the world's second-largest economy and most populous nation for the next 10 years.

"The hope of this administration is that (Obama is) going to be returned to power for another four years, and they want to establish a rapport between these two individuals," said Bonnie Glaser, a China expert at the Center for Strategic and International Studies.

Pomp and circumstance aside, the White House has signaled in advance it will not shy away from touchy subjects, many of which are important to U.S. voters.

Biden, who traveled to China to meet with Xi in August, called the country's one-child policy "God-awful" earlier this week and later met with a group of human rights advocates.

"We consider it an important visit - make no mistake -- because the relationship is important and his role as the future leader is important, so we're not going to in any way seek to diminish that importance because it's an election year," White House spokesman Jay Carney said.

"But we're also going to be pretty candid, as we have been in the past, about where we have differences."

Santorum plans aggressive strategy against Romney (AP)

PORTLAND, Maine ? Rick Santorum is pursuing an aggressive strategy to challenge Mitt Romney in the state where the GOP presidential front-runner grew up.

Santorum said Sunday he could do "exceptionally well" in Michigan, the next state to host a presidential contest, along with Arizona, on Feb. 28, and where Romney's father was governor.

"We're going to spend a lot of time in Michigan and Arizona, and those are up next. And that's where we've really been focusing on," Santorum told ABC's "This Week." He suggested that a strong showing in those contests would make the presidential contest "a two-man race," dismissing current rivals Newt Gingrich and Ron Paul.

Santorum shrugged off his third-place finish Saturday in caucuses in Maine, where he didn't actively compete. He described Romney's recent criticism ? Romney is painting Santorum as a longtime Washington insider who pursued home-state projects ? as "desperate."

"You reach a point where desperate people do desperate things," said Santorum, a former representative and senator from Pennsylvania.

Romney captured Maine, state officials reported Saturday night, ending a three-state losing streak to Santorum. Santorum defeated Romney in Colorado, Minnesota and Missouri on Tuesday.

There won't be another election until Arizona and Michigan and the next debate is 10 days away.

That's an unusually long break in a rapid-fire Republican race that featured six contests in the last two weeks alone. Romney and his rivals now have 17 days to raise cash and bolster their organizations for what's shaping up to be a long slog to the Republican nomination and the right to face President Barack Obama in November.

As Santorum eyes Romney's home state, Romney turns his attention to extending the huge cash advantage he enjoys over his rivals.

He left Maine to attend a West coast fundraiser Saturday night and issued a written statement to mark his victory in the low-turnout contest.

"I'm heartened to have the support of so many good people in this great state," Romney said. "The voters of Maine have sent a clear message that it is past time to send an outsider to the White House."

He's expected to spend much of next week courting fundraisers, while sprinkling in a handful of campaign events. He'll be in Arizona Monday evening.

In Maine, Romney won just a plurality of the vote, suggesting he still has much work ahead to unite GOP voters behind his candidacy.

Former Alaska Gov. Sarah Palin, a prominent voice among some conservatives, said Romney has work to do to convince GOP voters he's moved beyond his "pretty moderate past ... even in some cases a liberal past."

"I am not convinced, and I do not think the majority of GOP and independent voters are convinced," Palin said on Fox News Sunday.

Romney has been focusing increasing attention on social issues in recent days, perhaps with that goal in mind. He has been particularly aggressive in criticizing Obama's recent decision regarding contraception.

On Friday, after three weeks of controversy that pitted the nation's Catholic bishops against the White House, Obama revised his policy. Instead of requiring employers to cover contraception, the policy would now require insurance companies to provide free birth control coverage in separate agreements with workers who want it.

White House chief of staff Jack Lew defended the decision Sunday, noting that there is longer room for compromise.

"This is our plan," he said on CNN's "State of the Union."

The focus on social issues plays well for Santorum, who has long been considered a staunch cultural conservative. Those credentials helped fuel his success last week.

But he wasn't a factor in Maine, where Romney narrowly defeated Paul, capturing 39 percent to Paul's 36 percent of the vote, according to state Republican chairman Charlie Webster. Santorum and Gingrich, who didn't actively campaign in Maine, won 18 percent and 6 percent respectively.

Coming off last week's success, Santorum saw a surge in donations ? reporting bringing in $3 million over the three days immediately after last week's hat trick ? but is unlikely to catch Romney in the money race.

Santorum reported just $279,000 in the bank at the end of December, compared with $19.9 million for Romney. Gingrich had $2.1 million, but is still carrying substantial debt, while Paul reported $1.9 million.

Romney's relative success in Maine ? combined with his victory in the presidential straw poll at the Conservative Political Action Committee conference in Washington hours earlier ? may help enhance his cash advantage, despite some lingering skepticism among some conservatives.

The Maine vote totals reflected about 84 percent of the state's precincts. The contests scheduled for the coming days ? including an entire county that postponed its caucuses because of a snow storm ? will not be counted, according Webster, the state GOP chairman.

"We're not going to even accept the ballots. No one's going to keep track of them," he said, noting that those were the rules established by the party.

Romney's campaign has demonstrated skill and flexibility in winning a big state like Florida and eking out a victory in a low-turnout contest like Maine, where organization and voter contact are essential. Out of Maine's 258,000 registered Republicans, nearly 5,600 cast ballots in the weeklong voting.

But questions about Romney's durability as his party's presumed front-runner persist. Fully 61 percent of Maine voters selected a candidate other than Romney in a state practically in his backyard. And Romney's showing was down considerably from 2008, when he won 51 percent of the vote.

Speaking to supporters in Portland, Paul expressed disappointment that only a portion of the state's caucuses had counted toward the total.

"I wish all the caucuses had met today," Paul said, adding, "It's almost like we could call it a tie."

Romney won 11 delegates and Paul won 10, according to an analysis by The Associated Press. Santorum and Gingrich were shut out.

Attachment Patterns by Tammie Day | - The Couple Relationship

Psychologist John Bowlby was the first attachment theorist, describing attachment as a ?lasting psychological connectedness between human beings?. Bowlby believed that the earliest bonds formed by children with their caregivers have a tremendous impact which continues throughout life. Attachment bond theory states that the relationship between infant and primary caregiver is responsible for:

? shaping all of our future relationships

? strengthening or damaging our abilities to focus, be conscious of our feelings, and calm ourselves

? the ability to bounce back from misfortune

Attachment theory suggests that the emotional bond which develops between a child and its primary carer creates the foundation for all future relationships. This bond occurs predominantly through non-verbal communication, as babies cannot speak but still manage to let you know what they need. An attuned caregiver will read these non-verbal cues and respond accordingly with love, forgiveness, comfort, etc., providing the appropriate emotional response for the situation. When this happens a secure attachment is formed. This is not to say that parents need to be 100% tuned into their babies? emotional needs but they do need to be available and present for them, and consistent in their responses. If this happens, children grow up to be healthy, functioning adults who can manage stress, resolve conflict, be intimate with their partners, feel safe in the world and in general trust that life is okay.

A caregiver who is not as attuned may not provide the same level of emotional response and as a result, an insecure attachment could be formed. One reason for this could be the caregiver?s capacity for emotional response. For example, if they are experiencing mental health issues like post natal depression or are struggling with addictions, these issues can make it difficult for caregivers to bond with their babies; they may not even feel connected to themselves.

A host of other issues can also impact on a parent/caregiver?s ability to provide adequate support and secure attachment. These may include the age and experience of the person doing the parenting, inconsistency or separation from primary caregiver, or a regularly changing environment. Babies who experience trauma and abuse are also less likely to bond securely.

The premise of attachment theory in adults is that if people can understand the type of attachment created with their primary caregivers, this can shed light on certain adult behaviours in the couple relationship.

Take a moment to think about the bond that developed between you and your primry caregiver. This may not be a biological parent; it doesn?t matter because secure attachments can be developed between any infant and any adult who responds appropriately to their emotional needs.

When you read the different types of attachment styles listed above, do any resonate with you?

Do you see your primary caregiver?s parental style?

Does this point to any corresponding adult characteristics for you?

Attachment theory is sometimes used in an attempt to understand how we function in adult relationships and why we have knee-jerk reactions to certain experiences. The Evergreen Consultants, pioneers in attachment disorders and treatments, state:

?There is a strong correlation between insecure adult attachment
and marital dissatisfaction, and negative marital interactions. If an adult does not feel safe with others, he/she will tend to be either rejecting of their partner or overly clingy?.

Licensed marriage and family therapist Jay Slupesky explains this further in his blog, East Bay Couples, by giving examples:

?Securely attached people feel good about themselves, are self-confident, and know that they are worthy of another?s love. They are confident and know that their mate will be there when needed. An anxiously attached person fears that they are losing connection with their partner and responds by aggressively trying to restore the connection, perhaps by clinging, arguing, or provoking the other to anger hoping for a validating response. An avoidantly attached person responds to a loss of connection by withdrawing and trying to suppress their attachment needs. They tell themselves that they don?t really need the other person; they are an island.?

Can you see any of these adult characteristics as your own?

Think about how secure you feel in your relationship.

Can you set boundaries, or are you overly clingy and anxious?

Do you normally bounce back from misfortune reasonably quickly?

Are you conscious of what you are feeling and why you are feeling the way you do?

Do you have the ability to self-soothe?

What were the factors which contributed to you developing your attachment bond with your primary caregiver?

What is the most obvious effect of this that you can see in your intimate relationships?

If you feel that your relationships are being affected by an insecure attachment style, what do you think was missing from the relationship between you and your primary caregiver?

If you could give those things to yourself now, how would you go about doing that? What resources/support might you need?

What would need to happen for you to feel that you have healed any past painful experiences?

If these issues were no longer a problem for you, what difference would it make?

How can you share what you have learned about yourself with your partner, friends and family?

The tendency to unconsciously attract relationships that re-enact past conflicts and beliefs is called ?repetition compulsion.? This drive to repeat familiar patterns, no matter how painful or self-defeating, is very powerful. For example, adult children of alcoholics frequently marry alcoholics, and an abused child with a high tolerance for maltreatment may grow up and attract high levels of stress and conflict in his/her marriage. We unconsciously are attracted to people who allow us to revisit our childhood issues in an attempt to get it right.

It is possible to overcome past attachment issues. Your current relationship can even be one of the keys to helping you gain insight about healthy love and attachment. Relationships in which the parties are tuned in to each other?s emotions are called attuned relationships, and attuned relationships teach us that:

? non-verbal cues deeply impact our love relationships

? play helps us smooth over the rough spots in love relationships

? conflicts can build trust if we approach them without fear or a need to punish.

Awareness is the first step, how attuned are you?
