(AP) ? Malians lined up outside gas stations holding jerrycans, water bottles and plastic jugs, as the landlocked West African nation braced itself Tuesday for sanctions imposed overnight as a consequence of a coup last month.

In an effort to force out the soldiers that seized control of Mali on March 21, Mali's neighbors decided at an emergency summit Monday to impose an embargo, shutting their borders with Mali and freezing its account at the regional central bank. The nation roughly twice the size of France imports all its fuel, which is trucked in overland from neighboring Ivory Coast and Senegal, both of which are located on Africa's Atlantic Coast.

The country's electricity grid is also expected to falter in coming weeks, or days. April is one of the hottest months of the year in Mali and the country's hydropower system is unable to carry the load because of low water levels. Fuel is used in the hot months to run diesel generators.

Mali's president was sent into hiding when a group of disgruntled soldiers started a mutiny at a military base located around 10 kilometers (6 miles) from the presidential palace. From the base, they decided to march on the palace. In a matter of hours, they succeeded in reversing more than two decades of democracy.

The Economic Community of West African States, representing 15 nations in the region, has been uncharacteristically harsh in their condemnation of the coup. They gave the putschists a 72-hour deadline to restore civilian rule, which expired Monday. When the junta failed to do so, they announced that sanctions would go into effect immediately.

Bathily Seye, the owner of a local chain of gas stations called Afrique Oil, said that if no new shipments are allowed in, his 15 pumps will run dry in days.

"We don't have our own gas. It's all imported," he said. "There is absolutely nothing here. We don't have any refining capacity. ... I don't have the stock. In two days, my pumps will run out of gas."

At a Total station at 9 p.m. Monday, the day the embargo was announced, a young engineer came to fill up his Renault Megane. After the car was full, he asked the attendant to also fill up a jerrycan and a flat, plastic container that looked like it was once used for paint thinner.

"I am trying to create a reserve," said Mohamed Lamine Dembele. "If they keep the border closed, it will be very hard for us to refuel. We risk running out of gasoline in the entire country."

The soldiers who grabbed power said they did so because of the former president's mishandling of an insurgency in the north by Tuareg rebels. Since the coup, however, the rebels have effectively seized control of the entire northern half of the nation, taking the three major towns of Kidal, Gao and Timbuktu over the weekend.

A former minister, Mohamed Ag Erlaf, identified himself as the chief negotiator for Mali's junta and said the main rebel group that seized the north is willing to hold talks on the future of the country. Reached by telephone, Erlaf said Tuesday that the rebel National Movement for the Liberation of the Azawad is open to discussions.

However, an NMLA spokesman in Paris told France 24 TV late Monday that the rebels have had no direct contact with the junta which toppled Mali's government. Moussa Ag Attaher said they do not recognize coup leader Capt. Amadou Haya Sanogo.

He said: "Neither the international community nor the population of Mali recognize him. If we are to negotiate, it needs to be with someone that is recognized."

Tech firms cry foul in Taiwain

High-tech firms in Taiwan say they developed numerous firsts like all-in-one PC computers that became market successes only after being rebranded in the United States, Japan, or South Korea.

? A local, slice-of-life story from a Monitor correspondent.

A lawsuit by a little-known Taiwanese high-tech firm against Apple has joined the list of uphill legal cases against Silicon Valley.

Working on computer hardware contracts for 30 years, Apple?s onetime partner Proview International Holdings alleges ?fraudulent actions? by the computer giant to acquire iPad trademarks. But Proview?s would be just one case. High-tech firms in Taiwan say they developed numerous firsts that became market successes only after being rebranded in the United States, Japan, or South Korea. Proview?s claim joins that of Taiwan-based Elan Microelectronics, which sued Apple in 2009 over patents for the touchpad.

In addition, several Taiwanese firms claim to have come up with the ?all-in-one? compact desktop computer in 2007 only to find it sold later by Apple and Lenovo, says Helen Chiang of market research firm IDC in Taipei.

Taiwan lags behind overseas peers because its tech firms, facing slimmer profits from contracts, only started branding their own PCs within the past five to 10 years, the Taiwanese government and private analysts say.

?The problem isn?t with product functions or technology,? says Hanson Tseng, strategic marketing executive director with the Taiwan External Trade Development Council. ?It?s about whether the brand can be advanced.?

Suu Kyi's party wins Myanmar by-election

YANGON (Reuters) - Aung San Suu Kyi's party won Myanmar's by-elections in a landslide, the country's Election Commission said on Monday, a victory she hoped would mark the start of a new era after a historic vote that could prompt the West to ease sanctions.

Suu Kyi's National League for Democracy (NLD) secured 40 of the 45 available legislative seats in Sunday's poll, the Union Election Commission (UEC) said in an announcement read on state-run MRTV - four fewer than the party had earlier claimed.

The charismatic Suu Kyi, a Nobel Peace Prize laureate who led the struggle against military rule in the former Burma for two decades, will take a seat in the lower house of parliament.

The by-elections followed a year of astonishing change in a country that was under the grip of military rule for decades: the government has freed hundreds of political prisoners, held talks with ethnic minority rebels, relaxed media censorship, allowed trade unions and showed signs of pulling back from the economic and political orbit of giant neighbor China.

"It is not so much our triumph as a triumph of the people, who have decided that they must be involved in the political process of this country," Suu Kyi told cheering supporters at the NLD's headquarters in Yangon.

"We hope that this will be the beginning of a new era, when there will be more emphasis on the role of the people in the everyday politics of our country. We hope that all other parties that took part in the elections will be in a position to cooperate with us to create a genuinely democratic atmosphere."

Despite the resounding win, the NLD will be a minority in Myanmar's national legislature. Its 35 lower house and 3 senate seats represent under 6 percent of the 664 seats in both chambers, although Suu Kyi is expected to play a prominent role.

Its two other seats were in regional assemblies. The UEC did not announce the winners of the remaining five seats.

Sunday's polls were the NLD's first since 1990, when it trounced the military's proxy party in an election for a constitution-drafting assembly. The junta ignored the result.

On Monday, there was no reaction to the NLD's success from the Union Solidarity and Development Party (USDP), which was formed by the military junta that ceded power a year ago and will remain the biggest party in parliament.

"Nothing to comment on," said one party official. Other officials had switched off their phones.

The NLD even won four seats in the capital, Naypyitaw, a new city built by the former junta where most of the residents are government employees and military personnel. They had been expected to back the USDP, the party of the president and most cabinet ministers.

The United States and European Union had hinted they could lift some sanctions - imposed over the past two decades in response to human rights abuses - if the election was free and fair. Lifting sanctions could unleash a wave of investment in the resource-rich country bordering India and China.

But to be regarded as credible, the vote needs the blessing of Suu Kyi, who was freed from house arrest in November 2010.

She agreed last November to end the NLD's boycott of a quasi-democratic system created and dominated by the same ex-generals who persecuted the pro-democracy camp.

That represented a giant leap of faith for Suu Kyi, who has found common ground with President Thein Sein, a former junta heavyweight who has surprised the world with the most dramatic political reforms since the military took power in a 1962 coup.

Western governments are waiting for Suu Kyi's endorsement of the poll before they start reviewing sanctions, but on Monday, that was not forthcoming, although her criticism was restrained.

She said there were flaws in the election, which would not be overlooked. "We will point out all the irregularities that took place, not in any spirit of vengeance or anger, but because we do not think that these should be overlooked ... with the intention of making sure that things improve in future."

HUNTING BUSINESS

Business executives, mostly from Asia but also from Europe and the United States, have swarmed into Yangon in recent months to hunt for investment opportunities in the country of 60 million people, one of the last frontier markets in Asia.

A small number of officials from Western countries and the Association of South East Asian Nations (ASEAN) were invited to attend the polls but were given only a few days to prepare. They privately called themselves "visitors" rather than observers.

ASEAN issued a statement on Monday saying it believed the election "was conducted in a free and fair and transparent manner" and urged the West to consider lifting sanctions.

Observers who spoke to Reuters said they saw no mass fraud. The 2010 election was condemned as rigged to favor the USDP.

The NLD boycotted that vote. But just as Myanmar is changing, so too is Suu Kyi. Many see her now, at 66, as more politically astute, more realistic and ready to compromise. She has described Thein Sein as honest and sincere and accepted his appeal for the NLD to take part.

Her priorities, she says, are introducing the rule of law, ending festering insurgencies and amending the 2008 constitution that ensures the military retains a big political stake.

Many expect Suu Kyi to exert considerable influence and some question whether conservative members of parliament would dare oppose her, given her popularity, especially ahead of a general election in 2015.

Some critics say Suu Kyi has got too close to the ex-generals and fear she is being exploited to persuade the West to end sanctions and make parliament appear effective.

Some have almost impossibly high hopes of what she can achieve. "Too many expectations are dangerous," said Ko Ko Gyi, a former political prisoner. "She is not a magician."

Win Min, a political scientist at Harvard University, said it was likely Suu Kyi would push for changes that raised living standards before tackling the contentious issue of the military's political power.

"She can be effective in galvanizing the parliamentarians. She is likely to be more realistic in focusing more on making easier constitutional amendments that won't reduce so much of the military power," he said.

Some U.S. restrictions such as visa bans and asset freezes could be lifted quickly if the election goes smoothly, diplomats say, while the European Union may end its ban on investment in timber and the mining of gemstones and metals.

But some critics say the restrictions should remain in place to encourage more reforms.

"Now is not the time for the international community to rush toward lifting pressure on Burma," said U.S. congressman Joe Crowley, who visited Myanmar in January.

Scientists find increased ApoE protein levels may promote Alzheimer's disease

ScienceDaily (Apr. 3, 2012) ? Scientists at the Gladstone Institutes have enhanced our understanding of how a protein linked to Alzheimer's disease keeps young brains healthy, but can damage them later in life -- suggesting new research avenues for treating this devastating disease.

In the Journal of Neuroscience, available online, researchers in the laboratory of Yadong Huang, MD, PhD, have uncovered the distinct roles that the apoE protein plays in young vs. aging brains. These findings, which could inform the future of Alzheimer's drug development, come at a time of unprecedented challenge and need.

"By the year 2030, more than 60 million people worldwide will likely be diagnosed with Alzheimer's, but we are still grappling with the disease's underlying biological mechanisms," said Dr. Huang, an Alzheimer's expert at Gladstone, an independent and nonprofit biomedical-research organization. "However, with this research we've shed new light on these complex processes -- and how we could modify these processes to fight this disease."

The molecular mechanisms behind Alzheimer's have long evaded scientists. Early studies found that different types, or variants, of the apoE gene -- including apoE3 and apoE4 -- influence one's genetic risk for developing the disease. The apoE4 variant is the major genetic risk factor for the disease, while apoE3 is less risky -- and far more common. From among these variants, everyone inherits two -- one from each parent -- that provide a blueprint for making the protein known simply as apoE. Previous findings revealed a complicated interplay between apoE and another protein called amyloid-beta (A?), which is present in increased quantities in the brains of Alzheimer's patients, but the exact nature of this complex relationship remains unclear.

Recent research by another group found that a drug that boosted apoE protein levels also reversed the build-up of A? in mice genetically modified to mimic Alzheimer's. So some scientists have theorized that boosting apoE levels could be beneficial in slowing the disease's progression in humans, and several groups have begun to explore this therapeutic strategy.

In this study, Dr. Huang and his team tested this idea. They genetically modified mice to have either human apoE3 or apoE4 and then monitored them for any subsequent build-up of toxic A? in their brains as they aged.

"We thought a straightforward relationship existed between apoE protein levels and A?, and that boosting apoE levels in these mice would promote -- not halt -- the build-up of A?," explained Gladstone Postdoctoral Fellow and lead author Nga Bien-Ly, PhD.

The team's experiments revealed both surprising and intricate roles for apoE. In young mice, apoE proteins produced by all variants of the apoE gene -- even the risky apoE4 variant -- are essential because the protein they build helps clear away excessive amounts of A?. But as the mice aged, this process began to malfunction -- especially in those mice with two copies of the apoE4 gene but also in mice with two copies of apoE3. As apoE protein levels rose, A? began to accumulate. But in mice mutated to have only one copy of the apoE gene -- either apoE3 or apoE4 -- apoE protein levels dropped by half and A? build-up was reduced. These results indicated that A? build-up isn't associated only with a specific apoE variant, but instead is also related to the overall amount of apoE protein produced as the brain ages.

"Our findings suggest that reducing levels of proteins produced by either apoE3 or apoE4 -- rather than raising them -- could be key to lowering A? build-up in the brain," said Dr. Huang, who is also an associate professor of neurology at the University of California, San Francisco, with which Gladstone is affiliated. "We hope that our research could spur new therapies that successfully combat Alzheimer's at the molecular level -- putting us one step ahead of this deadly disease."

Other scientists who participated in this research at Gladstone include Anna Gillespie, David Walker and Seo Yeon Yoon. Funding came from a variety of sources, including the National Institutes of Health.
