Phelps cruises in 200 fly at US Olympic trials

OMAHA, Neb. (AP) ? After a couple of epic duels with his biggest rival, Michael Phelps made this one look easy.

Phelps stayed on course to swim eight events at the London Games, pulling away for a dominating win in the 200-meter butterfly at the U.S. Olympic trials on Thursday night.

"The last 25 meters are pretty painful," Phelps said. "I just wanted to get to the wall and secure another spot on the team."

Phelps has locked up three individual events for London and he's got two more to go in Omaha. Combined with a likely spot on all three relays, the 26-year-old from Baltimore ? already the winningest Olympian ever ? would have a chance to duplicate his record from the Beijing Games if he doesn't stumble over the next three days.

Davis Tarwater led at the first and second turns, but there was never any doubt about Phelps pulling ahead in his signature stroke. He surged to the front on the third leg, his body slinking through the water like a dolphin, and was a body-length ahead of the field when he touched in 1 minute, 53.65 seconds.

Phelps had a much easier time than his first two events at Omaha, when he was going against Ryan Lochte. Phelps edged out Lochte in the 200 free after losing to him in the 400 individual medley (but still finishing second, earning an Olympic spot).

Phelps said he'll have to go even faster in London to claim his third straight gold in the 200 fly.

But he appears to be getting stronger every day.

"It's not a good enough time to win a gold medal, but I think I'm OK with it," he said. "Going into the last wall. I didn't want to have any close ones, so I tried to stay under as long as I could. Today was the best my stroke has felt throughout the whole meet."

The real race was for second place ? and another spot on the Olympic team. Tyler Clary, who lost out to Phelps in the 400 individual medley, rallied from behind for a time of 1:55.12, edging Bobby Bollier's touch of 1:55.79.

Clary pumped his right fist and pounded the water when he saw a "2'' beside his name on the scoreboard. When Phelps got out of the water, he walked side-by-side with Clary along the deck, patting the first-time Olympian on the back of the head.

"When I got out I said to him, 'It's pretty cool to make your first one,' and he goes, 'You have no idea how good that feels,'" Phelps said. "It was definitely cool to watch his excitement, and swimming with him for a couple of years of school, you see how much of a hard worker he is. It's cool to see everything pay off."

Clary was the silver medalist behind Lochte in the 400 IM at last year's world championships, but Phelps restored the event to his program and Clary wound up third at the trials ? out of the Olympics.

Now, London's calling.

"It was amazing," Clary said. "I can't even put into words how the end of that race felt, not only the pain in the last 20 meters but just the complete and total turnaround.

"I'm on cloud nine right now," he added

Phelps isn't the only one building a busy Olympic schedule. His training partner, Allison Schmitt, was equally dominating in the 200 free. She broke her own American record with a time of 1:54.40, the best in the world this year. Already the winner in the 400 free, she eclipsed the national record set in the 2009 world championships at Rome.

"I didn't feel like I was on my record pace, but I could hear the crowd," Schmitt said. "And when I touched and saw the flames go off I was pretty excited before I even looked up and saw the time."

Seventeen-year-old Missy Franklin locked up another Olympic race, claiming the second 200 spot in 1:56.79. She rallied from fifth place at the first turn to take the runner-up position. Franklin already won the 100 backstroke and looks poised to have another huge performance in London, after breaking through at last year's worlds with five medals.

She's more excited about being on the 800 free relay.

"Relays are such a big part of what we do," Franklin said. "Being part of a team is so special."

Dana Vollmer and Lauren Perdue finished third and fourth, assuring themselves of being in the pool for the 800 free relay. Shannon Vreeland (fifth) and Alyssa Anderson (sixth) also are likely to be taken to London as potential relay swimmers.

Caitlin Leverenz locked up two events at her first Olympics with a victory in the 200 individual medley. Already a runner-up in the 400 IM, she was dominating on the final two legs ? breaststroke and freestyle ? and pulled away to win in 2:10.22.

"Typically people close on me in the freestyle, so I just put my head down and went for it," Leverenz said.

Ariana Kukors, who won gold in the event at the 2009 world championships and was third at last year's worlds, rallied to claim a spot on her first Olympic team, as well. She touched second in 2:11.30, just 25-hundredths ahead of Elizabeth Pelton, who led the first two laps but couldn't hang on.

Lochte didn't have any finals on this day, and he passed on a chance to swim in the 100 free final Friday because he didn't want it to take away from his stronger events. Merely looking to strengthen his bid for another relay spot, Lochte tied for fifth-fastest in the semifinals (48.91), good enough for a spot in the final if he had wanted it.

But Lochte has the 200 backstroke and 200 IM on Friday, and he's the defending world champion in both.

"I have a hard double tomorrow," he said. "I know I have a enough time to do the 100 free, but we already made a plan going into this meet that I was just going to do semifinals of 100 free, and then whatever happens, happens."

When Lochte scratched, 36-year-old Jason Lezak moved up to take a spot in the final. Of course, he was the sprinter who saved Phelps' bid for eight gold medals in Beijing with a stunning last leg of the 400 free relay, somehow passing French star Alain Bernard.

"He better owe me something," Lochte joked when asked about giving Lezak another chance to get back to the Olympics.

Matt Grevers also scratched the final, but that didn't help Anthony Ervin. A gold medalist at the Sydney Olympics and a former world champion in the 100 free, he came back from a nearly decade-long retirement to finish 13th in the semifinals. That leaves the chaotic 50 free as the 31-year-old Ervin's only chance to make the Olympic team.

Also Thursday, Clark Burckle was top qualifier in the 200 breaststroke semifinals, while favorites Eric Shanteau and Brendan Hansen advanced with the second- and third-fastest times. Cammile Adams was fastest in the women's 200 fly semifinals, followed by Kathleen Hersey and Teresa Crippen.

Crippen is the sister of the late Fran Crippen, an American open water star who died during a 2010 race, and she's hoping to carry his legacy all the way to London.

Q:Why do municipalities continue to try to tell us what to eat or drink through taxes (the 1-cent soda tax on the Richmond ballot in November) or outright bans (eliminating super-size soft drinks, proposed by Mayor Michael Bloomberg in New York)?

Richmond residents could just buy their sodas in neighboring towns, and 1 cent seems hardly enough to influence anyone. New Yorkers could just buy two drinks if they want more. Isn?t this all rather silly?

A: Silly? On the contrary. These are dead-serious attempts to address the health problems caused by obesity through ?environmental? change ? changing the context in which we make food choices.

By now, health officials are well aware that asking individuals to take responsibility for making their own healthy food choices hasn?t got a prayer of success in the face of a marketing environment that encourages people to eat everywhere, all day long, in very large portions and at relatively low cost.

This is the default food environment, where it?s useless to tell people they need to eat less and expect them to do it. They can?t. Instead, it makes sense to try to change the food environment to make healthy choices the easy choices.

Nestle Getting Involved In Preventing Childhood Obesity

Nestl? has joined scientific and public health experts in calling for the creation of more community-based programmes to prevent childhood obesity.

According to Nestl?, the company is taking part in the Global Obesity Forum in New York to discuss evidence suggesting multi-stakeholder collaborations promoting healthy nutrition and physical activity are among the most successful ways to address the issue.

The event aims to provide international stakeholders committed to the prevention of childhood obesity with an important opportunity to share knowledge and best practices.

It is the first major forum organised by the EPODE International Network (EIN), the world?s largest obesity prevention network.

All members of the EIN ? which connects community-based obesity prevention programmes in 25 countries including Australia, Brazil, Chile and Poland ? will be represented at the forum.

The network?s goal is to support 40 large-scale community-based programmes on five continents by 2015.
Complex problem

?Childhood obesity is a complex problem driven by multiple social, economic and environmental factors,? said Janet Vo?te, Nestl??s Global Head of Public Affairs.

She started her design firm over 10 years ago. ? Her designs have been ?been published on the cover of House Beautiful and in?Traditional Home,?Better Homes and Gardens?special publications, Southern Living,?and have made the cover of?At Home in Arkansas?Magazine 9 times.

She started her?blog?in September 2008 is currently read in more than 124 countries worldwide.?Tobi also writes a monthly design column, Tobi?s Tips, for AY magazine, a regular blog column for At Home in Arkansas Magazine called Color Confidential, and is a regular contributor to William Sonoma?s Designer Marketplace.

Court tosses law about false claims on medals

WASHINGTON (AP) ? The Supreme Court on Thursday struck down a federal law making it a crime to lie about receiving the Medal of Honor and other prized military awards, with justices branding the false claim "contemptible" but nonetheless protected by the First Amendment.

The court voted 6-3 in favor of Xavier Alvarez, a former local elected official in California who falsely said he was a decorated war veteran and had pleaded guilty to violating the 2006 law, known as the Stolen Valor Act. The law, enacted when the U.S. was at war in Afghanistan and Iraq, was aimed at people making phony claims of heroism in battle.

The ruling, written by Justice Anthony Kennedy, ordered that the conviction be thrown out.

"Though few might find respondent's statements anything but contemptible, his right to make those statements is protected by the Constitution's guarantee of freedom of speech and expression. The Stolen Valor Act infringes upon speech protected by the First Amendment," Kennedy said.

The high court has in recent years rejected limits on speech. The justices struck down a federal ban on videos showing graphic violence against animals and rejected a state law intended to keep violent video games away from children. The court also turned aside the attempt by the father of a dead Marine to sue fundamentalist church members who staged a mocking protest at his son's funeral. In 1989, the court said the Constitution protects the burning of the American flag.

Justices Samuel Alito, Antonin Scalia and Clarence Thomas dissented in the Alvarez case.

"These lies have no value in and of themselves, and proscribing them does not chill any valuable speech," Alito said. "By holding that the First Amendment nevertheless shields these lies, the court breaks sharply from a long line of cases recognizing that the right to free speech does not protect false statements that inflict real harm and serve no legitimate interest."

Alvarez made his claims by way of introducing himself as an elected member of the Three Valleys Municipal Water District in Pomona, Calif. There is nothing to suggest that he received anything in exchange or that listeners especially believed him.

The government had defended the law as necessary to punish impostors to protect the integrity of military medals. B.G. "Jug" Burkett, the Vietnam veteran whose 1998 book, "Stolen Valor," inspired the law, said he was disappointed with the ruling.

"It kind of blows my mind," Burkett said. "The Medal of Honor! The vast majority of the people who were awarded that were killed in action in the service of their country, and we can't protect that decoration from disrespect?"

But Justices Stephen Breyer and Elena Kagan said in a separate opinion that there were ways for the government to stop liars "in less restrictive ways." One possibility would be to "insist upon a showing that the false statement caused a specific harm or at least was material, or focus its coverage on lies most likely to be harmful or on contexts where such lies are most likely to cause harm," Breyer said.

Civil liberties groups, writers, publishers and news media outlets, including The Associated Press, told the justices they worried that the law, and especially the administration's defense of it, could lead to more attempts by government to regulate speech.

Then-Gen. George Washington established military decorations in 1782, seven years before he was elected as the first president. Washington also prescribed severe military punishment for soldiers who purported to be medal winners but weren't.

It long has been a federal crime to wear unearned medals, but mere claims of being decorated were beyond the reach of law enforcement. The Stolen Valor Act aimed to solve that problem, and won significant support in Congress during a time of war.

Alvarez's lawyers challenged the law by acknowledging their client's lies, but also insisting that they harmed no one.

"Statutes suppressing or restricting speech must be judged by the sometimes inconvenient principles of the First Amendment," Kennedy said. "By this measure, the statutory provisions under which respondent was convicted must be held invalid, and his conviction must be set aside."

Alvarez's original federal public defender, Brianna Fuller, said in an email that they were pleased with the decision. While we have utmost respect for our men and women in uniform, we've always believed that we honor them best by protecting the 'precepts of the Constitution for which they fought,' as Justice Kennedy said in this morning's opinion," Fuller said.

Although it is possible to live completely debt free, it is not necessarily something intelligent. If we average at the population level, there are many people who earn enough money to pay cash some of the purchases we do in our lives: A house, a car, education, travel, etc. One of the most important considerations when purchasing with a credit or a loan, if the debt is good or bad.

A good debt is an investment that will grow in value or generate income in the long term. An example would be paying for a private school for our children. Adequate education, even if you have to pay with a credit, increases the value to future workers and increases revenue potential in the future.

Getting a mortgage to get a house is usually considered good debt also. A mortgage is deductible when it comes to paying taxes, and although they are often long-term payments (usually over several years), payments rarely cover the full salary of a person allowed to use the rest of our money in other investments and expenses. Currently there is the fact that a lot of people is hanging in an awkward position because of the financial crisis that is happening globally, but although a home is a debt, in the end it will provide long-term benefits.

A vehicle loan is also considered a good debt, particularly if the vehicle is essential to your work. Unlike houses, cars and trucks lose value over time, and it also generate expenses.

Bad debts are debts obtained by buying things that quickly lose their value and do not generate revenue in the short or long term. A bad debt is also having an average of very high interest, such as credit cards for example. The general rule is to avoid these bad debts: If you can afford it and do not need it, do not buy. If you buy a pair of luxurious shoes for 300 dollars with your credit card, but you have the red and difficulty level in the card account, the shoes will end up costing more than $ 300 you?ve spent initially because of the interest. So, how to know if you are spending your money in a good or bad way?

These tips can help you:

If you need a loan: Think carefully in what are you going to buy with that! If you are investing in a new business, this is a smart debt because you will make a profit of that, but be sure that when you analyzed the business, you add the interest rate of the loan to your expenses.

If you are going to buy a bigger house, think that you would have to pay bigger taxes for a bigger house, so, think if you are spending your money smartly and if your monthly money entrance will be enough to pay both: the mortgage and the taxes.

Red Sox set season high in 15-run rout

BOSTON (AP) - On the hottest day of the year in Boston, David Ortiz led the Red Sox to their biggest offensive attack of the season.

Ortiz continued his torrid hitting with a grand slam for one of their four homers as they set a season high in runs, beating the Miami Marlins 15-5 on Wednesday night.

The Red Sox pounded out 16 hits and won their fourth straight game and sixth in their last seven on a night when the game-time temperature was 95 degrees.

"The weather warmed up a little. Guys felt loose," Boston manager Bobby Valentine said.

Ortiz hit his 18th homer of the season, his third in three games and fourth in six, a span in which he is 9 for 20. The grand slam in a six-run fourth inning was the 11th of his career.

"I don't get many opportunities (with pitches) over the plate," he said. "I just try to be patient for that one pitch they give me to hit."

The Red Sox moved out of last place in the AL East at 35-33, passing Toronto after the Blue Jays lost 8-3 to Milwaukee.

Mike Aviles, Jarrod Saltalamacchia and Will Middlebrooks also homered one night after Ortiz hit one of Boston's three homers in a 7-5 victory over Miami.

"Hitting is definitely contagious and so is winning," Aviles said. "Any time you get a couple of wins together you just get that good confidence going and you just keep rolling with it and that's where we're at right now."

The Marlins lost for the 12th time in 14 games despite getting four runs and nine hits in six innings against Felix Doubront (8-3).

Ricky Nolasco (6-6) gave up nine runs and nine hits in 3 1-3 innings.

"I just think we're all trying to get on a positive run right now," he said. "It's just not happening. The last two games we swung the bats well. We just haven't pitched (well)."

The Red Sox offense has come alive in the past week with at least seven runs in four of their last six games.

On Wednesday, Aviles's three-run homer gave Boston a 3-2 lead in the second. In the third, Cody Ross' three-run double, on which Ortiz hustled home where the throw hit him and bounced away from catcher John Buck, made it 6-2.

"Guys are just getting on base left and right," Ross said. "We're coming up with big hits. Red Sox baseball."

Before the game, Miami manager Ozzie Guillen said he wouldn't change his lineup to help stop the slide. His offense has been better, scoring five runs in each game of the series after going 12 straight with four runs or less. But even when the Marlins scored, it wasn't always easy.

Buck hit his fifth homer, a solo shot that made it 13-5 in the seventh, but immediately clutched his right hamstring and trotted slowly around the bases. He remained in the game before leaving for a pinch hitter in the ninth.

For the second straight game, the Marlins led 2-0. They scored in the first on singles by Jose Reyes and Hanley Ramirez and a double-play grounder by Giancarlo Stanton. They added a run in the second on a double by Justin Ruggiano, a single by Omar Infante and a groundout by Gaby Sanchez.

But the Red Sox quickly jumped ahead by four runs after three innings.

"This is the type of game that can get you down and wonder what's going on," Guillen said. "The starting pitchers have not been doing their job of late."

The Marlins cut the lead to 6-4 in the fourth on a solo homer by Logan Morrison, who drove in all five runs on Tuesday, and a run-scoring groundout by Sanchez.

Boston drove Nolasco from the game in the fourth when singles by Aviles, Daniel Nava - who had four - and Ryan Kalish produced one run. After a single by Adrian Gonzalez loaded the bases, Ortiz hit his grand slam off Chris Hatcher. Saltalamacchia's 13th homer finished the inning.

Ortiz came up with the bases loaded again in the fifth, but Hatcher threw a wild pitch that allowed Nick Punto to score Boston's 13th run.

Middlebrooks hit his seventh homer, a two-run shot in the eighth.

Several temperature records were broken along the East Coast on Tuesday, with the mercury reaching into the high 90s at all three New York City airports and parts further north, such as Burlington, Vt., where residents and businesses are ill-prepared for such heat. The heat wave is expected to continue through the end of the work week along the Eastern Seaboard, and severe storms are parked over the Midwest, causing floods in Duluth, Minn.

Hot weather is an often overlooked cause of death worldwide and in the U.S., especially in low-income urban areas where residents might lack air-conditioners. In fact, high heat is the number one weather-related cause of death in the U.S. In an average year,?heat kills more people?than floods, hurricanes, lightning and tornadoes combined, according to the National Weather Service.

This year has already brought higher temperatures than normal nation-wide, and that trend is expected to continue, in part due to global warming which is caused by rising concentrations of greenhouse gases in the atmosphere. The gases come primarily from coal-fired power plants and automobile exhaust. Title IX at 40: what it?s done for gender equity ? and the road still ahead

The landmark civil rights law turns 40 this week, and White House officials and others are looking at the effect of Title IX in schools, particularly in terms of sports and the sciences and math.

Title IX is having a birthday bash this week, with many Americans ? including top White House officials and members of Congress from both sides of the aisle ? celebrating a 40-year legacy that has transformed the gender balance in sports arenas and science labs.

Yet continued vigilance is key to tapping the law?s potential for gender equity, advocates say.

Formally Title IX of the Education Amendments of 1972, it was passed by Congress to prevent discrimination in educational settings that receive federal funding. At the time the law passed, it wasn?t just the doors of locker rooms that were often closed to women, but the doors to entire universities.

?It?s a landmark civil rights law that has changed the face of opportunity for women in America ? and we have a lot more to look forward to in the next 40 years,? says Lisa Maatz, chair of the?National Coalition for Women and Girls in Education (NCWGE), which advocates enforcement of gender-equity laws.

In the past 40 years, high school girls? participation in athletics has grown tenfold, and college scholarships for female athletes have gone from virtually nil to 48 percent at Division I schools, according to a new report by the NCWGE.

One result is a more robust set of women?s professional sports opportunities. ?Title IX in many ways is our talent pipeline,? says Laurel Richie, president of the WNBA. ?The game that we put on the court every season gets better ... [as] a direct result of more and more girls participating in sports ... [and their] opportunities becoming richer and deeper.?

Yet Title IX is much broader than athletics. ?Most people, when they think of Title IX, they think of sports.... But if we could [get] women and girls interested in STEM [science, technology, engineering, and math] careers the way we have in athletics, it could really have a huge impact on innovation and competitiveness and the economy in this country,? Ms. Maatz says.?

The share of science and math PhDs for women has grown from 11 percent to about 40 percent since the law passed, the NCWGE report notes. But women don?t always find an equal playing field in preparing for and staying in the sciences.

?Right now, women continue to receive far fewer jobs in the mathematics and science-related fields. We need to do more to achieve progress in that area,? said Sen. Michael Enzi (R) of Wyoming, the ranking member of the Senate Committee on Health, Education, Labor and Pensions (HELP), which held a hearing on Title IX Tuesday.

Title IX has had its critics over the years, most notably organizations that say many male sports have been hurt by colleges directing more resources to women?s sports in an effort to comply with the law. Supporters of the law counter that the law is unfairly blamed for what are really budget decisions in favor of big sports such as basketball and football, rather than smaller men?s and women?s teams alike.

Overall, public support for the law runs about 80 percent, according to several polls over the past 11 years, and it crosses gender and party lines, noted Nancy Hogshead-Makar, a law professor and senior director of advocacy at the Women?s Sports Foundation, who spoke at Tuesday?s hearing.

Athletics has been the realm where the law?s impact is most visible for several reasons, Maatz says. Men have gotten behind its promotion of athletic participation, partly because it has affected their sisters, daughters, and girlfriends. Also, it was followed up by policies that required detailed data collection, revealing the inequities in sports that have prompted action. Such data is not as readily accessible to show many other forms of sex discrimination.

An oft-cited moment that crystallized the law?s impact came last summer, when three girls from the United States swept the categories at the international Google Science Fair.

?These young women embody the next generation ... that feels empowered to pursue every opportunity. That?s why we?ve been fighting [for Title IX] all these years and why we will continue to fight,? said Valerie Jarrett, chair of President Obama?s Council on Women and Girls, at a White House event Wednesday afternoon celebrating Title IX.

Clearing away barriers and supporting girls interested in STEM careers or other fields traditionally dominated by men is still on the Title IX agenda, Maatz and other supporters say. These barriers include everything from gender stereotyping and sexual harassment to discrimination against students who are pregnant.

?We?re working so hard in our Department [of Education] to ensure that schools [have] rigorous standards that help prepare all students ... for both college and career ? including access to science, technology, engineering, and math,? Education Secretary Arne Duncan said at the White House event Wednesday. ?While we?ve made some progress in closing the gender gap there, at the higher-level classes ... we still see underrepresentation of young girls, and we have to improve upon that going forward.?

Not everyone agrees with the new emphasis on Title IX and STEM fields. Using the law to enforce ?parity in all walks of life,? including academic science, would be taking things too far, said?Sabrina Schaeffer, executive director of the Independent Women?s Forum, during a panel discussion on Title IX at the Cato Institute in Washington Wednesday.

Ms. Schaeffer raised concerns that the conversation about underrepresentation in certain science fields is still about sexism rather than an acknowledgment of social, cultural, and biological factors that may play a role in women?s and men?s career choices. ?If we apply Title IX to academics, we have the potential to devastate academic science,? she said.

To mark the 40th anniversary, the White House highlighted several steps the administration is taking to continue to push for gender equity through Title IX. These include:

? The Department of Education?s Office for Civil Rights has been actively guiding schools and colleges about their responsibilities under Title IX to respond to, and try to prevent, sexual harassment and assault, because it interferes with a student?s right to an education.

? Federal agencies are developing guidance to colleges and universities that receive federal grants, promoting best practices for complying with Title IX. This will improve access and outreach to women and girls in STEM fields, officials say.

? The Education Department is expanding a new data collection system to include all US public school students. It will show, for example, participation and retention in advanced-math and science courses, broken down by gender and other categories, to better allow for gender-gap analysis.

(AP) ? Needing an economic boost, President Barack Obama is trying to land assurances that Europe is closing in on a financial crisis response that will calm the markets and keep the continent's woes from undermining the world. As he presses European leaders to drum up economic demand, they want promises the United States won't plunge off a fiscal cliff by year's end.

Obama, as leader of the giant but struggling U.S. economy, remains central to the Group of 20 summit talks wrapping up Tuesday in this coastal resort region. But it is the European members gathered here, led by Germany and its chancellor, Angela Merkel, who carry both the power and responsibility to stabilize a eurozone reeling from debt, banking and political problems.

Obama sent some upbeat signals Monday amid a sense of global relief that Greece, based on new elections, would not renege on its bailout terms and ditch the euro currency. Obama left a meeting with Merkel feeling "encouraged" about Europe's direction, a spokesman said, as an even more consequential European summit on the crisis approaches in Brussels.

Europe's ability to turn around its fortunes fast will have direct bearing on whether Obama wins a second term. The bigger the drag from abroad, the harder the job growth in the United States.

Obama said all countries must "make sure that we're contributing so that the economy grows, the situation stabilizes, confidence returns to the markets, and most importantly, we're giving our people the chance if they work hard to succeed and do well." After lobbying for Greek voters to stick with budget reforms and the euro, he called their election results a "positive prospect."

Obama was spending much of Tuesday on the economic crisis after taking care of some unrelated diplomatic business ? his first meeting with Vladimir Putin since the former Russian president returned to the job this year. The leaders met for two hours Monday, in talks dominated by a bloody Syrian conflict that has deeply divided Russia and the U.S.

Obama has set up private talks with one other leader, Chinese President Hu Jintao, on Tuesday before closing off his summitry with a news conference in the late afternoon.

Although the foreign gatherings allow Obama to show off statesmanship, every day spent away from the United States and a direct focus on jobs in America quietly gives headaches to his campaign aides. While Obama was in Mexico, his Republican competitor, Mitt Romney, was campaigning in the American heartland, trying to pull Wisconsin from Obama's column.

Central to the G-20 debate is how nations can boost jobs and consumer demand without sinking deeper into debt. Obama has implored governments to spend and grow, not just cut.

A draft of the leaders' final statement shows they want assurances that the United States won't take a deep plunge and drag them down as well.

The statement says the U.S. will "calibrate" its attempt to rein in debt and spending "by avoiding a sharp fiscal contraction in 2013."

That's a reference to a big threat to economic growth in the United States after the November election: the expiration of George W. Bush-era tax cuts and a scheduled round of automatic spending cuts that could send the nation back into a recession.

While the White House and lawmakers agree that they must act late this year or early next year to avoid such a "fiscal cliff," there is no path yet on how to avoid it.

Wall Street showed no giddiness after pro-Europe parties prevailed in Sunday's Greek election. U.S. stocks were little changed and investors seemed fed up with Europe's crisis.

Obama's political move has to been constantly show confidence in Europe's ability to solve its problems, but prod its leaders to move and chide them for not doing more sooner.

Now, White House aides talk more positively about the direction of the debate, as they see it, toward the role of government in spurring economic growth.

"I think if you look at the shift in the focus, you'll see a very strong focus on supporting demand ... recognizing that economic conditions have deteriorated," said Lael Brainard, the Treasury Department's undersecretary for international affairs.

"This is very important to the Europeans in particular," she said. "And yes, we have heard it from German colleagues."

The S&P 500 rose 13.20 points, or 1%, to 1357.98 on Tuesday, giving the benchmark its longest winning streak since May.

The Dow Jones Industrial Average tacked on 95.51 points, or 0.8%, to 12837.33, closing just short of its fourth triple-digit gain in six sessions.
?
Materials stocks led Tuesday's rally. Financials followed closely behind after federal housing regulators said they were revising guidelines that could reduce lenders' risks of having to buy back soured mortgages.
?
Bank of America jumped to lead the Dow's advance. Microsoft, also a Dow component, jumped after the software company unveiled its Surface tablet computer that will compete with Apple's iPad.
?
The Nasdaq Composite rose 34.43 points, or 1.2%, to 2929.76. The technology-heavy Nasdaq rose for the fourth session in a row, its longest streak of gains since February.

EUROPEAN MARKETS

A Spanish debt auction that yielded results deemed slightly better than expected drove a stock-market rally in Madrid and delivered relief more broadly for European markets.

The Stoxx Europe 600 index closed up 1.6% at 248.27, its third consecutive increase. The U.K.'s FTSE 100 finished 1.7% higher at 5586.31, Germany's DAX ended up 1.8% at 6363.36 and France's CAC-40 rose 1.7% to 3117.92.

Elsewhere, Spain's IBEX-35 surged 2.7% to 6693.90, Italy's FTSE Mib added 3.4% to 13,445.46 and Greece's ASE gained 3.3% at 600.07.

ASIAN MARKETS

Asian stocks ended mixed Tuesday, as investors shifted their attention back to Spain's financial woes, overriding Monday's post-election cheer from Greek election results.
?
Borrowing costs in Spain surged with yields hitting 7.13% on 10-year Spanish government bonds Monday, exceeding the 7% point at which other troubled European countries? Greece, Portugal and Ireland?lost access to the debt markets.
?
In company news, Tsingtao Brewery dropped 7.8% in Hong Kong following news that major shareholder Chinese tycoon Chen Fa-shu offloaded 32 million shares, as the stock traded near it 52-week high.

AUSTRALIAN MARKETS

The Australian sharemarket has closed lower as investors move their attention from Greece to Spain and upcoming meetings of the US central bank and leaders of the European Union.
?
It is hoped that the US Federal Reserve at a meeting on Wednesday will undertake new stimulus measures to boost the flagging US economy in the wake of a recent string of weak data.
?
The benchmark S&P/ASX200 index fell 13.6 points, or 0.3 per cent, to 4123.3, while the broader All Ordinaries index shed 16.5 points, or 0.4 per cent, to 4167.4 points.

OIL
?
U.S. crude oil futures prices rose Tuesday along with the euro and global stock markets as investors look to the Federal Reserve rate-setting meeting for further stimulus measures.
?
Light, sweet crude for July delivery recently rose gained $0.76 per barrel, or 0.91% to $84.03.
?
Oil prices were boosted early in the trading session by gains in the euro, which recently traded at $1.2689 from $1.2575 Monday. Investors are holding on to slim hopes that the U.S. central bank will enact a new round of monetary stimulus as it begins its two-day meeting Tuesday.

METALS

Gold prices fell on Tuesday for the first time in eight days as buyers stayed on the sidelines ahead of a US Federal Reserve policy meeting that could signal new monetary stimulus, a move that would likely power the metal's recent rally.

Bullion snapped a seven-day winning streak, which was underpinned by safehaven bids on signs of a worsening euro zone debt crisis. Spain on Tuesday had to pay a euro-era record price to sell short-term debt, underlying that the region's troubles run much deeper than Greece.
?
Spot gold was down 0.5 per cent at $US1,620.31 an ounce by 3:04 p.m. EDT (1904 GMT). Prior to Tuesday, the metal had gained around 3 per cent during its seven-day winning streak.
