Highway to the cuddle zone: Harry the baby pygmy hippo

(Cango Wildlife Ranch)

Meet Harry the hippo, a baby pygmy so small the average person could carry him around with ease.

Harry, named after Britain's Prince Harry, was born last week at the Cango Wildlife Ranch in South Africa, the Star reports. His handlers are being forced to hand-rear Harry after his mother Hilda refused to feed him. Keeping Harry healthy is a priority, as there are only an estimated 3,000 pygmy hippos left in the wild.

"Pygmy hippo mothers are either great moms or silly moms. She unfortunately has lost a few of her babies after she squashed them," Rob Hall, operations director at the ranch, told the Star.

Harry's handlers are certainly earning their pay, feeding him a mixture of milk and water every three hours, then bathing him after each feeding. "You need to keep his skin moist," Hall said.

Their numbers have been in decline due to deforestation and hunting. Unlike other hippos, the pygmies are not social animals, only seen together in the wild when they are mating.

Some of the photos of Harry that have been released to the public show Harry licking the face of one of his handlers. "These animals are such great characters, and we can see this with Harry," Hall said.

Check out more photos of Harry.

Carlson and Neul launch first commercially available white space ...

Arcata, Calif. & Cambridge, England? Carlson and Neul today announced the launch of RuralConnect, the first commercially available radio networking system to deliver the full promise of TV white space broadband to WISPs (Wireless Internet Service Providers). RuralConnect, the first product in a line co-created by the two leaders in white space technologies, follows the announcement of a global partnership in October 2011, and is aimed at bringing affordable broadband to millions around the world.

The Neul and Carlson system will give users up to 16 Mbps of bandwidth for each available vacant TV channel and unmatched ability to make long range, non-line-of-sight links. Designed specifically for the needs of wireless Internet service providers (WISPs), RuralConnect has been priced to make it immediately commercially viable. Samples and development kits are available now, with volume shipments of the new system to start as soon as Q2, 2012.

Thanks to the extension of the Payroll Tax Bill, passed in February 2012, white space radio is now fully available in the US, opening up a host of opportunities and new markets that are currently difficult to serve without expensive licensed spectrum or extensive infrastructure. This has piqued the interest of many investors and venture capitalists looking to tap in to the unlimited possibilities of this emerging technology.

RuralConnect technology, jointly developed by Neul and Carlson, uses ?white spaces,? (or unused portions of UHF spectrum), for digital communication. Due to its outstanding propagation characteristics, UHF signals can travel through walls and other obstacles: Line of sight is not needed to the subscriber?s home.

However, It is not enough just to be able to send a signal a long way. On long-range links reflections from buildings and terrain cause signals to travel via many different routes from the transmitter to the receiver. These multipath signals interfere can with each other, potential causing unreliable, slow connections. RuralConnect uses state of the art SCFDE technology to cancel the effect of multipath allowing reliable long range connections, whatever the terrain.

As a result WISPs using the new system can offer superior coverage over wide areas with limited base-station sites. It also enables the transfer of more data at higher data rates, driving additional revenue with minimal additional investment. Depending on the area, up to 20 channels are available, increasing the amount of non-line-of-sight capable spectrum available by a factor of 10.

Concurrently, Carlson is launching a line of omnidirectional and sectoral, high-gain, base-station antennas designed specifically for TV white-space broadband. The first of their kind, these antennas are powerful, affordable, and energy efficient.
.
?RuralConnect marks a major milestone in the realization of white space technologies, which have been in development for a while,? commented Luke D?Arcy, VP of Marketing at Neul. ?The outstanding propagation characteristics of white space signals means that operators can to serve customers they cannot reach with existing wireless technology. The capacity available allows pioneering WISPs to offer all customers faster plans that beat ADSL based competition. And this is possible without investing in new tower sites, spectrum licenses or high priced network equipment, boosting profitable growth.?

?We are well-positioned to make the most of the TV white space opportunity,? said Jim Carlson, CEO of Carlson. ?We have the regulatory experience, tactical partnerships, and pre-emptive technology to successfully deliver this market-disruptive product. RuralConnect is a proprietary combination of Carlson?s hardware and Neul?s software, resulting in an affordable, high-performance system that is attracting the attention of investors globally.?

Carlson and Neul will be showing the new product at ISPAmerica <http://www.wispa.org/ispamerica-2012> in Florida, USA, 26-30th March 2012. ?Sales of the RuralConnect are being managed in the U.S. by Carlson and shared internationally with Neul.

Carlson and Neul have been at the forefront of the white space radio revolution internationally. Neul also launched the first production white space radio equipment, NeulNET, (which forms the technological basis of RuralConnect), in June 2011. Both companies have taken part in numerous white space trials around the world, and are playing a core role in guiding and shaping the industry, regulations and rollout of this revolutionary communications technology. Recently, Carlson was chosen by Pacific Crest Securities, an investment bank focused exclusively on technology, as one of the top two ?key technology disruptors within the communications industry to watch in 2012.?

About Carlson
For more than a decade, Carlson has led the way in engineering high-speed wireless communications solutions for a broad spectrum of applications using ?RF technology to deliver full voice and data connections no matter how rugged the terrain. Today, Carlson is considered a pioneer of the revolutionary new ?Super Wi-Fi? TV white space broadband technology. ?In the Studio,? Beautylish?s Nils Johnson Emerges from the Valley?s Shadows [TCTV]

Screen shot 2012-03-28 at 10.13.15 PM"In the Studio" approaches springtime by welcoming a city college dropout who went on to found and sell a mobile network startup, began investing that windfall in some of today's hottest e-commerce companies, and after a stint in fashion for Bergdorf Goodman in New York City, has now co-founded a new web startup focused on building a community around beauty. Nils Johnson is a hard guy to hunt down. While he's a seed investor in some of today's hottest early-stage brands, such as Wantful, Everlane, Warby Parker, Orchestra, and Airtime, among others, Johnson keeps a very low profile relative to the celebrity we see all around us. He's rarely out at industry events, he doesn't blog (though he should), and barely uses?Twitter. Despite this, nearly ever e-commerce founder angles to score a meeting with him in the hopes of landing a seed check with his name on it.

Retirement Planning: Your Tax Return and What to do with a Lump ...

Despite all of the warnings that you may have received throughout the years about giving too much to the government from your paycheck, numerous people will be receiving a tax refund this year. If you are average, that return is estimated to be in the $3,000 range. While that might seem like a windfall giving many taxpayers the opportunity to pay down a few outstanding debts, a sizable tax return can actually be working against you. Unless of course you invest it.

While I might offer some gentle chiding as to the wisdom of allowing the IRS to take more than they were entitled to receive, and adjusting your tax withdrawal to eliminate any overpayments, many of you will get a return. But what to do with it is just as troublesome.

Let?s consider the debt you think should be paid for with this return. Many taxpayers have seen a shift in what they consider normal income. You may be working a job with lower pay than in previous tax years that slipped you into a lower tax bracket. If this is the case, the return you might get can help even the family?s balance sheet. You may have been forced to use debt in a way you may not have done before. If this is the case, paying down your debt with this ?found? money is a smart move. Adjusting how much is withdrawn from your paycheck is the next best move.

But what if your personal finances were well-managed? What then? Popular wisdom suggests that you take that money and invest it for your future. But you have heard from numerous sources that lump sum investing is not a very prudent move. If the alternative is not investing at all, fearing that once you do the money will be at the mercy of the markets, what then?

There are basically two types of investing other than lump sum: dollar cost averaging and what is known as systematic investing. These two types of investing strategies are often confused with each other. Dollar cost averaging is not what you do with your 401(k) every week. Instead, this method gives you the opportunity to divide that lump sum into equal parts that invest over a period of time, usually weeks or even months. It is more of psychological crutch that allows you to confidently invest set amounts over that period without the fear of dropping the whole amount into the markets only to find that this is the day or week the markets decide to correct or even drop.

Systematic investing however is what you do in your 401(k) when you designate a set amount or percentage to be withdrawn form your paycheck. This sort of ?blind? strategy is what makes these accounts so attractive (even if they have numerous flaws from too little choice, too much choice, too costly or even no matching contribution). It is this set-it-and-forget-it methodology, contributing to your account without your emotional input that keeps you invested in good times and bad. This doesn?t mean you shouldn?t check those accounts. All it allows is for you to keep a portion of your paycheck involved in your future.

But we all know that we can?t take the lump sum and invest it in your 401(k). To invest it for your future, you will need to open another outside account. This is where a Roth IRA become beneficial. The lump sum is an after taxes chunk of money that doesn?t need to go into a tax deferred account. Roth IRAs are that kind of account. The money you deposit will always be yours and only the interest (growth) will be taxable up to a certain age. Once you hit 59 1/2, the money earned is tax free to withdraw.

Opening a Roth IRA with your tax refund may give you an opportunity that the average wage earner may not normally be advised to do. Deferring taxes as you do in your 401(k) lowers your overall taxes and this is a huge plus for most wage earners. In a Roth IRA, there is no benefit of lowered taxes which is why, if you are not fully invested n some sort of tax deferred account, you are usually told to keep your distance until they are fully funded.

So you have three things to consider. One: use your tax return to your financial advantage. If it means paying down debt then don?t hesitate in doing so ? the cost of waiting is too high. But you should also find a way to harness the spending that created the debt in the first place. Two: You could use the refund to replenish your depleted emergency accounts. Or three: open a Roth IRA, buy into the least expensive funds available (be it indexed mutual funds or ETFs) and let it grow. You can invest in this fund systematically or in a lump sum. But to do nothing (other than spend it) is a crime against your future. It isn?t a windfall so much as it is an opportunity.

The laptop must have wireless connection capability, a webcam for video communication, ample storage space for saving course modules and for running various computer applications.

Portable devices such as an external hard drive or USB flash drive can be useful for data transfer and storage. Flash drives are exceptionally useful for moving files, assignments, papers and other course materials securely and easily, and bring them with you anywhere. Having a portable hard disk drive is advised for creating back-up of the data in your laptop and to provide extra file storage space.

Touchscreen tablets like the iPad or handheld reader devices like Kindle are helpful gadgets when doing research or reading books, journals or other reference materials. These are handy, mobile devices with built-in wireless connectivity that are easier to carry around unlike the bulkier laptop computers. Smartphones are also useful for staying connected while on the go.

Soundproof headphones can be a necessity if you want to be free of distractions while studying for an exam or finishing a term paper. Since online learning modules normally use multimedia applications, headsets with microphones are also useful to have. Investing in high-quality headphones or headsets will help you focus on what you need to learn and facilitate better communication using technology.

There is an abundance of computer and Web-based applications that are free to download and install on your laptop, tablet or smartphone. There are applications that help you take down and organize lecture notes, highlight and bookmark pages from your readings or run statistical analysis for your research. Other practical apps include university or campus maps and GPS, dictionaries and foreign language translators.

Web-based applications like Skype or Face-Time allow students to interact with their peers and instructors through video chat and conferencing with just a few clicks and at no extra cost. Mobile gadgets and applications are revolutionizing the way students acquire and process information. Using mobile technology and applications, learning is now a seamless activity whether one uses a laptop or tablet, or connects to the Internet using a modem or a smartphone.

Technology enables online learners to work and study anytime, anywhere. It is a good thing even for online instructors as they have more freedom to teach in whatever medium they choose. Using technology renders convenience, productivity, efficiency and better learning potential for students pursuing online masters degree programs.

(AP) ? On the verge of victory, Roger Federer stopped playing when he thought a pivotal point had ended.

He mistook a fan's shout for a linesman's call, which cost him the game. Play continued for another 25 minutes before Federer finally closed out his opening match at the Sony Ericsson Open by beating 19-year-old American Ryan Harrison 6-2, 7-6 (3).

"I'd like to make it a bit more difficult for my opponent," Federer said. "I was just completely confused about the whole situation."

Serena Williams, Maria Sharapova and Andy Roddick won in more straightforward fashion, but two-time champion Kim Clijsters was eliminated.

Federer led 5-2 in the second set and had a chance to finish in less than an hour until he lost two fluky points that extended the match.

Serving at 5-3, Federer blew an easy overhead to fall behind 15-30. One point later, facing break point for the only time in the match, Federer hit a forehand that landed on the baseline.

A fan hollered "Out!" and Federer stopped. By the time he realized the ball was still in play, Harrison had won the point ? and the game.

"It completely threw me off," Federer said. "It's the first time it has ever happened in my career. I was like, 'That's it? That's a break point? This is how this is going to happen?'"

Harrison took advantage of the break, although he said he felt bad about it.

"Obviously I want to win every point the right way, and not because something happened," the teenager said. "Unfortunately somebody interrupted play."

After Harrison held twice to force the tiebreaker, Federer hit a spectacular lunging lob to turn a scrambling exchange his way for a 4-2 lead. Four points later, he closed out his 40th victory in the past 42 matches.

"I felt like I had to win the match like three times at the end, so I was relieved to come through," he said.

Federer has a 77-match winning streak against players outside the top 20. Harrison is ranked 73rd but on the rise.

"He'll make his move up the rankings," Federer said. "He's a good athlete. I hope he stays healthy so he can show everyone what he's got."

The No. 3-seeded Federer's opponent in the third round will be another American, familiar foil Roddick. They've played 23 times and Roddick has won only twice, although he did beat Federer at Key Biscayne in 2008.

"There's no getting around the fact that he has been the biggest obstacle in my career," Roddick said. "His game matches up well against mine."

Roddick lost only five points on his first serve, never faced a break point and beat Gilles Muller 6-3, 6-2. Roddick is trying to improve a ranking that has dropped to 34th, the lowest he has been since 2001.

Williams started early and finished fast. Walking onto the stadium court at 11 a.m., Williams dominated with her serve, played consistently from the baseline and moved into the fourth round by beating Roberta Vinci 6-2, 6-1.

Williams was done shortly after noon.

"I'm not a morning person," she said. "I actually hate morning matches, but I always do my best at 11 o'clock matches."

Williams won most of the short points and a succession of long rallies as well. She hit 25 winners while committing 20 unforced errors.

Seeded 10th, Williams is making her return to tournament tennis after a two-month absence because of a left ankle injury. At No. 20, Vinci is the highest-ranked player Williams has beaten this year.

Williams is seeking her first tournament championship since August, and she's bidding for a record sixth title at Key Biscayne.

"I need trophies," she said. "I want to add more and to do more. There are records to break. So I'll do it. I've just got to believe it. I do believe it."

Sharapova, seeded second, beat American qualifier Sloane Stephens 6-4, 6-2. Clijsters, coming back from an ankle injury, lost to No. 23 Yanina Wickmayer 6-4, 7-6 (5).

No. 8 Mardy Fish was among 12 seeded men to advance. One lost: No. 15 Feliciano Lopez was beaten by fellow Spaniard Albert Ramos, 6-4, 7-6 (5).

Is Family Life Insurance Right For You?

Buying life insurance is probably the farthest thing from your plan when you think you got a lot going after your wedding or even when you are single. Once you have children, though, there?s no doubt that life as you know it has changed forever. Now that you got kids, it should also be considered that parents dying together may leave the children so much burden is reason enough to take action for their safety. Getting yourself a life insurance may be the answer but it is filled with questions and anticipation that may not provide the help you deserve. That?s why we?re writing this piece to help you get the right insurance and insurance provider for you.

?

So how inexpensive is family life insurance that will cover all these differing types of expenditures? An insurance policy worth tens of thousands of dollars will just probably cost you pennies a day. On the other hand a policy that is worth hundreds of thousands of dollars will probably cost you a premium cup of cappuccino. That is pretty remarkable whenever you take into consideration it. A life insurance policy that will shield your family?s financial long term for under the value of the cup of coffee each day! Family life insurance also has yet another advantage. The value of protection you give to your family when you apply for this type of insurance is greatly an understatement.

?

When a family life insurance policy is written, a single application form is completed. Medical questions are asked of the adults just the same as if they were purchasing individual insurance. In most cases all that will be asked of children applicants is their name, birthday, and gender, which is on top of the few medical questions usually asked in getting this family life insurance policy. As said earlier, some policies cover newborns and parents should inform their insurance agent/company within thirty days of the baby?s birthday. Unless there are follow-up medical questions, the policy is usually issued within a week or two of the application?s submission.

?

The most obvious benefit of a family policy is the convenience of having a single policy and a single premium. The insurance company benefits from the convenience as well, and many will offer premium discounts for the purchase of family life insurance policies. One of the ?cautious? benefits families get through this policy is the added insurance policy given to newborn babies, however, in most developed countries this is of little benefit because of the minimum amount it provides.

?

The family?s main income earner carries the biggest amount of life insurance coverage because they are the ones the needs the biggest life insurance protection. Children carry the smaller amount, which usually ranges from US$5,000 to US$10,000 insurance policy option. These amounts are considered sufficient to pay the funeral and burial costs for a child, and coverage beyond those amounts isn?t recommended.

Feel free to Comment.

Find Out Your Child's Developmental Progress With Computer ...

Discover how well your child is developing with computer monitoring software

Find out if you should be worried about developmental disabilities or delayed social engagement

Monitoring your child?s Internet activity with computer monitoring software may help you learn about their homework and study habits. But it might also give you hints about whether or not they have a learning disability, like ADHD or dyslexia.

With undetectable keylogger software, parents can have an exclusive look into how their child behaves when no one is looking. Kids are often quite skilled at putting on a show for people when they feel they are under scrutiny. Using WebWatcher?s computer monitoring software to see how they really act when they are most comfortable.

If you suspect your child might have an attention disorder like ADD or ADHD, then find out what typical behaviors for your child?s age range are from a doctor.

When children are very young, it?s normal for them to be easily distracted, but as they grow older, they should be able to hold their attention for longer period of time. Discuss with your doctor inattention levels that are typical for their age and see if their web browsing and homework tendencies match up.

Also consider speaking with your child?s schoolteacher about their behavior in class. Do their classroom tendencies match up with how they behave at home or when they?re alone on the computer? Can they pay attention to non-Internet related tasks?

When evaluating their actions with computer monitoring software, be sure to maintain a careful and objective distance. Just because they can pay attention for an extended period of time to an engaging computer game doesn?t mean they don?t have an attention disorder.

Parents might also be able to get an initial gauge of whether they should be concerned about dyslexia in their child. Observing their reading, writing and spelling capabilities online could suggest if they should be tested. Using the undetectable keylogger, parents can see how their children communicate when they?re among their peers.

Besides checking for learning disabilities with computer monitoring software, parents can just see if their child?s general communication skills are where they should be for their age. How is their spelling? Do they observe common social cues? Do they seem to fit in or are they an outcast in the conversation?

Parents don?t have to use computer monitoring software just to catch their son or daughter doing something wrong. WebWatcher?s trustworthy keylogger programs act as an aid to parents with children who are developing in this modern world.

Webwatcher is the best monitoring software because of how powerful of a tool it can be even with remote use. Our keylogger software is designed to be 100% remotely useable making it the most powerful key logger ever! Try WebWatcher today and get 40% Off?

A culinary union flourishes in South Korea

A cold soup serves as a cultural tie between North and South Korea.

Baengnyeong Island, S. Korea

? A local, slice-of-life story from a Monitor correspondent.

As the mists lift, a hint of the forbidden comes into view just 10 miles across the rough coastal seas. This is one of South Korea?s frontline outposts, located in the Yellow Sea near the Northern Limit Line, the very edge that divides blood brother and political foe North Korea.

But it was not always this way ? before the partition of North and South, the island group was one of four that belonged to the mainland province visible through the mists to the north, now part of an enemy state.

Though cut off from their brethren for six decades, some older island residents still recall a time when they could cross freely. On a cultural level, they carry on a culinary legacy by hosting some of the most authentic versions of a cold noodle dish that also belongs squarely to the North: mul naengmyeon.

On Baengnyeong, in simple restaurants, this icy concoction of buckwheat noodles, beef broth, thinly sliced radishes, and half a boiled egg, is served to a steady stream of island residents, tourists, and South Korean soldiers.

While many visitors are eager to catch a glimpse of the forbidden through binoculars, vestiges of lasting ties lurk beneath the surface of life here. Until relatively recently, visitors from North Korea were said to regularly drift across the precarious waters.

Marijuana-like chemicals inhibit human immunodeficiency virus in late-stage AIDS

Wednesday, March 21, 2012

Mount Sinai School of Medicine researchers have discovered that marijuana-like chemicals trigger receptors on human immune cells that can directly inhibit a type of human immunodeficiency virus (HIV) found in late-stage AIDS, according to new findings published online in the journal PLoS ONE.

Medical marijuana is prescribed to treat pain, debilitating weight loss and appetite suppression, side effects that are common in advanced AIDS. This is the first study to reveal how the marijuana receptors found on immune cells?called cannabinoid receptors CB1 and CB2?can influence the spread of the virus. Understanding the effect of these receptors on the virus could help scientists develop new drugs to slow the progression of AIDS.

"We knew that cannabinoid drugs like marijuana can have a therapeutic effect in AIDS patients, but did not understand how they influence the spread of the virus itself," said study author Cristina Costantino, PhD, Postdoctoral Fellow in the Department of Pharmacology and Systems Therapeutics at Mount Sinai School of Medicine. "We wanted to explore cannabinoid receptors as a target for pharmaceutical interventions that treat the symptoms of late-stage AIDS and prevent further progression of the disease without the undesirable side effects of medical marijuana."

HIV infects active immune cells that carry the viral receptor CD4, which makes these cells unable to fight off the infection. In order to spread, the virus requires that "resting" immune cells be activated. In advanced AIDS, HIV mutates so it can infect these resting cells, gaining entry into the cell by using a signaling receptor called CXCR4. By treating the cells with a cannabinoid agonist that triggers CB2, Dr. Costantino and the Mount Sinai team found that CB2 blocked the signaling process, and suppressed infection in resting immune cells.

Triggering CB1 causes the drug high associated with marijuana, making it undesirable for physicians to prescribe. The researchers wanted to explore therapies that would target CB2 only. The Mount Sinai team infected healthy immune cells with HIV, then treated them with a chemical that triggers CB2 called an agonist. They found that the drug reduced the infection of the remaining cells.

"Developing a drug that triggers only CB2 as an adjunctive treatment to standard antiviral medication may help alleviate the symptoms of late-stage AIDS and prevent the virus from spreading," said Dr. Costantino. Because HIV does not use CXCR4 to enhance immune cell infection in the early stages of infection, CB2 agonists appear to be an effective antiviral drug only in late-stage disease.

As a result of this discovery, the research team led by Benjamin Chen, MD, PhD, Associate Professor of Infectious Diseases, and Lakshmi Devi, PhD, Professor of Pharmacology and Systems Therapeutics at Mount Sinai School of Medicine, plans to develop a mouse model of late-stage AIDS in order to test the efficacy of a drug that triggers CB2 in vivo. In 2009 Dr. Chen was part of a team that captured on video for the first time the transfer of HIV from infected T-cells to uninfected T-cells.

OMGPOP?s Sale to Zynga Is One Of Y Combinator?s Biggest Exits To Date

Draw Something ScreenshotsLittle known fact: OMGPOP was actually an early company backed by Paul Graham's incubator Y Combinator. Originally named Iminlikewithyou, it was co-founded by Charles Forman and was part of YC's mid-2006 class. It then toiled for many years building games on its own teen-focused destination site and then on Facebook before taking its Pictionary-like game Draw Something to iOS and Android a little over a month ago. On mobile, the game took off like wildfire, accumulating 35 million downloads and 1 billion drawings in a matter of weeks. Zynga just scooped the company up today for what we're hearing is $180 million plus a $30 million earnout.

Redistricting wrangle hits Romney and Texas Republicans

AUSTIN, Texas (Reuters) - Texas should be playing a role in Republican politics this year as big as, well, Texas.

The fast-growing state - the most populous by far in the Republican column - has four new seats in the U.S. House of Representatives, a big U.S. Senate race and more than a 10th of the delegates who will choose the party's presidential nominee.

But a racially tinged dispute over redrawing its congressional districts has delayed the Texas primary by almost three months, complicated the U.S. Senate and House contests and altered the race for the White House.

A San Antonio court pushed Texas' primary back to May 29 from March 6 after complaints that a new electoral map drawn by Republicans violated the federal Voting Rights Act by diluting the voting power of blacks and Latinos.

Three of Texas' four new U.S. House seats were created in areas dominated by whites, even though Hispanics and blacks accounted for 90 percent of Texas' population growth since 2000.

The battle sets white Republicans, who have firmly established political control in Texas within the past decade, against rising and strongly Democratic Hispanic and black populations, whose leaders argue that they are being unfairly denied an equal voice in state politics.

The stakes are high both for 2012, when the White House and control of the U.S. Congress are up for grabs, and longer term, when a rapidly growing Hispanic population is expected eventually to disadvantage Republicans and benefit Democrats.

"Republicans can work that racial solidarity thing for a while, but in the end, they've got to do better than 35 percent of the Hispanic vote or their election prospects are not great," said Cal Jillson, a political science professor at Southern Methodist University in Dallas.

States with a history of minority voting rights violations must obtain pre-clearance from either the U.S. Department of Justice or the federal court in Washington, D.C., before they can use new maps. The new voter map in Florida, another fast-growing southern state, has also been subject to legal wrangling this year.

ALREADY A MINORITY

Non-Hispanic whites already account for a minority of Texas' residents, with 45 percent of the population. The state is 38 percent Latino and 12 percent black, numbers expected to continue to rise.

President Barack Obama lost Texas by 11-percentage points in 2008. He got only 26 percent of the white vote, but was backed by 63 percent of Hispanics and 98 percent of blacks, fueling talk that it will not be long before Republican red Texas turns purple, if not Democratic blue.

"We sort of feel like we have the wind at our backs," said Anthony Gutierrez, deputy executive director of the Texas Democratic Party.

Democrats have won Texas in only three of the last 15 presidential elections. The party has not won a statewide election since 1994, and Republicans cemented their control of the state with huge victories in the 2010 midterms.

But even Republicans acknowledge that changing demographics mean the party must appeal to Hispanics to hold onto power beyond the next few years. Latinos in Texas generally vote Democratic by a 2-to-1 margin, which won't be helped by a redistricting fight seen as a battle to maintain white control.

"It is obviously a high-risk strategy in a state that is increasingly Hispanic," said Michael Li, a Dallas-based election law lawyer who runs the blog "Texas Redistricting." Li is not involved in the redistricting fight.

SUPER TUESDAY NOT SUPER FOR ROMNEY

The redistricting mess has already affected the 2012 presidential race, notably the hopes of Mitt Romney, who may have done well in the Texas primary if it had taken place on Super Tuesday - March 6 - as originally scheduled.

Texas would have been the biggest prize up for grabs on Super Tuesday, when 10 other states held primaries and caucuses.

Romney, with far more money and a bigger campaign organization than rivals Rick Santorum and Newt Gingrich, was best placed to compete in so many states at once. Texas alone has 20 media markets, meaning statewide advertising can cost millions.

Winning or putting in a good showing in Texas would have boosted Romney. The state's 155 delegates, awarded proportionally, are a huge chunk of the 1,144 needed to become the nominee.

A strong performance on Super Tuesday also would have given Romney a badly needed breakthrough in the heart of southern Republican conservatism, weakening Santorum and perhaps cutting short what has become a protracted nomination fight.

Instead, Romney has been a weak front-runner and Santorum, a former Pennsylvania senator best known for strong religious conservatism, has been winning over the party's right wing.

"It (a March 6 Texas primary) would have changed a lot of things. It would have changed the entire complexion of Super Tuesday," said Matt Mackowiak, an Austin-based Republican strategist, especially with Santorum and Gingrich both vying for the support of the most conservative Texans.

"I suspect if the field was split and if Santorum and Gingrich hadn't had $5 million or $3 million to spend, then Romney probably would have won Texas on March 6," he said.

With Texas now one of the last states to vote, the nominee could be chosen by May 29. Even if it isn't, Santorum is now considered more likely to take Texas, thanks to improving fund-raising and his solidified position as the conservative alternative to Romney.

"Romney starts with a significant disadvantage in terms of public opinion," said Jim Henson, director of the Texas Politics Project at the University of Texas at Austin, although he added that Romney's big campaign war chest means that he could spend heavily in Texas to target clusters of mainstream conservatives in major media markets.

A Wilson Perkins Allen Opinion Research poll last week showed Santorum eight percentage points ahead of Romney among likely Republican primary voters in Texas. Santorum was at 35 percent to 27 percent for Romney.

Gingrich was at 20 percent and Ron Paul, a Texas congressman lagging in most polls, was at 8 percent.

The redistricting mess is affecting races down the ticket as well, with many voters not sure where they are registered and many candidates unsure of where they should run or raise money while the court fight has continued.

"I can look around the state and see the confusion in the eyes of the average voter," said Chris Elam, communications director for the state Republican party. Some 100 Republicans alone have applied to run for the 36 House seats, he said.

The interim map is expected to stand, but there is a chance it could be changed again by the Washington court.

The May 29 date is after schools close for the summer, leading to worries that turnout will be low, which often leads to unpredictable results.

The race to replace retiring Republican Senator Kay Bailey Hutchison has been most affected by the upheaval. Lieutenant Governor David Dewhurst has been favored to replace Hutchison, because of his statewide name recognition and fundraising prowess.

But the long delay has given opponents, especially Tea Party favorite Ted Cruz, time to raise money and their profiles. Former Dallas Mayor Tom Leppert and Craig James, a one-time television sports analyst, are also in the race.

If no one wins a majority on May 29, state law mandates a runoff vote on July 31, the heart of the hot Texas summer when an even smaller turnout would be expected.

Motivation, the heart of self improvement | standout tall and be counted

?Have your heart in your life?s work, and be stout-hearted. Do something, act always, and do it now. Don?t be afraid. Many a man has been defeated by his doubts?lack of confidence. Take your risks ?you cannot eliminate them, you cannot escape them. You can diminish them by dominating them?. ~ Batten?s Wedge

This article is an excerpt from the book ?believe it and you will achieve it?. ?I hope you find it helpful like me.

Pain may sometimes be the reason why people change. Getting flunked grades make us realize that we need to study. Debts remind us of our inability to look for a source of income. Being humiliated gives us the ?push? to speak up and fight for ourselves to save our face from the next embarrassments. It may be a bitter experience, a friend?s tragic story, a great movie, or an inspiring book that will help us get up and get just the right amount of motivation we need in order to improve ourselves.

With the countless negativities the world brings about, how do we keep motivated? Try on the tips I prepared from A to Z?

A ? Achieve your dreams. Avoid negative people, things and places. Eleanor Roosevelt once said, ?the future belongs to those who believe in the beauty of their dreams.?

B ? Believe in yourself, and in what you can do.

C ? Consider things on every angle and aspect. Motivation comes from determination. To be able to understand life, you should feel the sun from both sides.

D ? Don?t give up and don?t give in. Thomas Edison failed once, twice, more than thrice before he came up with his invention and perfected the incandescent light bulb. Make motivation as your steering wheel.

E ? Enjoy. Work as if you don?t need money. Dance as if nobody?s watching. Love as if you never cried. Learn as if you?ll live forever. Motivation takes place when people are happy.

F ? Family and Friends ? are life?s greatest ?F? treasures. Don?t loose sight of them.

G ? Give more than what is enough. Where does motivation and self improvement take place at work? At home? At school? When you exert extra effort in doing things.

H ? Hang on to your dreams. They may dangle in there for a moment, but these little stars will be your driving force.

I ? Ignore those who try to destroy you. Don?t let other people to get the best of you. Stay out of toxic people ? the kind of friends who hates to hear about your success.

J ? Just be yourself. The key to success is to be yourself. And the key to failure is to try to please everyone.

K ? keep trying no matter how hard life may seem. When a person is motivated, eventually he sees a harsh life finally clearing out, paving the way to self improvement.

L ? Learn to love yourself. Now isn?t that easy?

M ? Make things happen. Motivation is when your dreams are put into work clothes.

N ? Never lie, cheat or steal. Always play a fair game.

O ? Open your eyes. People should learn the horse attitude and horse sense. They see things in 2 ways ? how they want things to be, and how they should be.

P ? Practice makes perfect. Practice is about motivation. It lets us learn repertoire and ways on how can we recover from our mistakes.

Q ? Quitters never win. And winners never quit. So, choose your fate ? are you going to be a quitter? Or a winner?

R ? Ready yourself. Motivation is also about preparation. We must hear the little voice within us telling us to get started before others will get on their feet and try to push us around. Remember, it wasn?t raining when Noah build the ark.

S ? Stop procrastinating.

T ? Take control of your life. Discipline or self control jives synonymously with motivation. Both are key factors in self improvement.

U ? Understand others. If you know very well how to talk, you should also learn how to listen. Yearn to understand first, and to be understood the second.

V ? Visualize it. Motivation without vision is like a boat on a dry land.

W ? Want it more than anything. Dreaming means believing. And to believe is something that is rooted out from the roots of motivation and self improvement.

X ? X Factor is what will make you different from the others. When you are motivated, you tend to put on ?extras? on your life like extra time for family, extra help at work, extra care for friends, and so on.

Y ? You are unique. No one in this world looks, acts, or talks like you. Value your life and existence, because you?re just going to spend it once.

Z ? Zero in on your dreams and go for it!!!

Conclusion

?Nobody has ever measured, not even poets, how much the heart can hold?. ~?Zelda Fitzgerald That is why when you put your heart to something it stands out. ?I have been practicing the above alphabet and it seems to have started working for me. Give it a try. bye for now and remember to always stand out tall and be counted.
