Spain set to fire opening salvos in austerity drive (Reuters)

MADRID (Reuters) ? Spain's centre-right government will announce billions of euros in savings measures on Friday, using its first decrees since sweeping to power at November elections to give the nation a foretaste of tougher austerity to come.

Prime Minister Mariano Rajoy has pledged to turn Spain's battered economy around by meeting tough budget deficit reduction targets while reforming a broken labor market and pulling the country out of a prolonged slump.

But since he has had only a week to view the books left by the Socialists and the 2012 budget has still to be decided, the measures to be announced after the weekly cabinet meeting will be just the start with lots of pain further down the road.

"I'm sure we'll see cuts. I'm not expecting much in the way of details, because there's been no time, they've just come in and half (of the official positions) haven't even been named yet. But they'll want to send a message that they are going to cut," said Pablo Vazquez, head economist at Madrid-based think tank Fedea.

The Economy and Treasury Ministries denied reports earlier in the week they would announce 4 billion euros ($5.18 billion) of cuts on Friday.

Spain has been under intense market scrutiny about its ability to control public finances and Madrid has seen risk premiums soar to record highs linked to contagion fears after Greece had to apply for an international bailout in May 2010.

The Socialists reduced the budget shortfall from 11.2 percent of gross domestic product in 2009 to an expected 6.5 percent this year and Rajoy must take up the baton and bring the deficit down to 4.4 percent of GDP in 2012.

To do so, the government needs to find savings of around 20 billion euros, but with the exact state of public accounts unknown until the country's 17 autonomous regions report their own balances, figures will not be finalized until late March.

MINIMUM PAY FREEZE

Rajoy told parliament last week that he would decree on Friday an extension of the 2011 budget until March 31 and pass emergency spending cuts for the first quarter. He also said the 2012 spending ceiling would be set later in January.

A hiring freeze in most of the public sector and a freeze in the minimum wage, the first since it was introduced 30 years ago, are the only details of the cuts known so far. And Rajoy said the only spending increase would be an inflation-linked state pension hike.

The government may also reveal on Friday some details of a law, that will not be passed until January, to implement an earlier constitutional amendment on fiscal discipline.

Rajoy is faced with a difficult balancing act, but has a strong mandate with a parliamentary majority.

On the one hand he needs to reduce the deficit through dramatic spending cuts, but on the other he must increase competitiveness and restart a stalled economy. He has already proposed some tax breaks for companies.

Spanish wages have risen sharply in the last few years -- by 20.8 percent in 2003-2008 compared to just 9.7 percent in Germany according to data from the IESE business school -- stripping the workforce of its competitive edge.

The collapse of the property market after the 2007 global credit crunch and shrinking consumer confidence have hit the economic cornerstones of construction and services, leaving Spain struggling to grow since emerging from recession in 2010.

Economy Minister Luis de Guindos said this week he expected a weak start to 2012 and many economists believe Spain has already entered a recession which could drag on for several quarters.

Meanwhile, a perceived failure by European leaders to create a credible backstop against the euro zone debt crisis has put peripheral economies like Spain in the limelight and means Rajoy will need to show he has a tight hold on the economy's reins.

Spain has no major debt redemptions before April, giving Rajoy some room to maneuver while Italy remains at the sharp end of investor worries with 10-year benchmark bond yields still precariously near 7 percent at Rome's closely-watched auction on Thursday. However, Spain's own financing costs remain high and market confidence will plummet if the conservatives waver.

Many Spaniards are ready for further cuts, with some 49 percent understanding more sacrifices must be made to emerge from the crisis, according to a survey published recently in El Pais newspaper.

"Most Spaniards know things are going to get tough, and so there's no reason to pull any punches. I think Rajoy is focused on Spain as a whole, implementing his program and doing that in an effective way, and that may mean some moderation on the cuts, but that doesn't mean sugar-coating," said David Bach, political analyst at IE business school in Madrid. Asian stocks inch lower, euro extends drop (Reuters)

SINGAPORE (Reuters) ? Asian stocks fell on Thursday, taking cues from weak U.S. and European shares, as players cut positions heading into the year end with an Italian debt auction later in the day keeping markets nervous.

The euro extended losses against the dollar to near a one-year low, and a 10-year low against the yen, while the sell-off in stocks and the firm U.S. currency helped crude oil snap a six-session rally and kept gold prices near a three-month low.

The Nikkei (.N225) fell as much as 1.1 percent, before recovering to be off 0.7 percent. The MSCI ex-Japan Asia Pacific index (.MIAPJ0000PUS) shed 0.6 percent, weighed down by energy and material stocks.

"Everyone is holding onto their cash and people are not willing to invest in risk assets. With this kind of market sentiment, there's nowhere for the cash to go," said Hajime Nakajima, a sales trader at Cosmo Securities.

Italy's sale of up to 8.5 billion euros ($11 billion) later Thursday is seen as the first test of banks' willingness to buy longer-term sovereign debt with the nearly 500 billion euros they borrowed last week from the European Central Bank.

While Rome's short-term funding costs halved at an auction Wednesday, market players are worried that thin volumes prevalent across markets near the end of the year could complicate its efforts to sell longer-dated bonds.

U.S. stock indexes fell more than 1 percent in thin trading as investors feared what many expect to be a tough start to the year. The broad S&P 500 index erased its 2011 gains after just turning positive in last week's rally.

Wall Street's decline weighed on European stocks, which erased early gains. The FTSEurofirst 300 (.FTEU3) index of top European shares fell 0.71 percent to end at 983.32, after rising as much as 0.63 percent earlier in the session.

EURO, OIL, GOLD SLIP

The euro nursed heavy losses in Asia, having suffered a sudden drop overnight as moves were amplified in poor year-end liquidity after stop-losses were triggered.

The single currency hit $1.2887, moving closer to its 2011 trough of $1.2860 marked on January 10, nearly a year ago. Against the yen, the euro skidded to a 10-year trough around 100.70, before steadying at 100.88.

Crude oil, which had gained for six sessions on heightened supply worries after Iran threatened to block the Strait of Hormuz, eased as traders viewed the threat as rhetoric.

"A big increase in U.S. crude oil stocks and the falling euro against the dollar are the main pressure points for the market at the moment," said Ken Hasegawa, a derivatives manager with brokerage Newedge in Tokyo.

"We also had six consecutive days gaining in the oil market, so it is not strange to see some profit-taking from these sharp gains."

Brent eased three cents to $107.53 a barrel by 0207 GMT, adding to a loss of nearly $2 the day before.

Gold wallowed near a three-month low Thursday, remaining under pressure due to a firm dollar, while investors fretted over the Italian bond auction.

Spot gold edged down 0.3 percent to $1,550.90 an ounce by 0022 GMT, on course for an 11-percent decline in December. It hit a three-month low of $1,549.24 in the previous session.

Ajax-Alkmaar to be replayed

AMSTERDAM (AP) -The cup match between Ajax and AZ Alkmaar that was halted after a fan ran on to the pitch and attacked AZ goalkeeper Esteban Alvarado will be replayed in full next month behind closed doors, the Dutch football association announced Wednesday.

The Dec. 21 match at the Amsterdam Arena was abandoned in the 36th minute with AZ trailing 1-0 after Alvarado was sent off for kicking the 19-year-old fan who had launched a karate-style kick at him from behind.

The Dutch FA said in a statement it "would be unreasonable" to resume the match in the 37th minute because AZ would have to play with 10 men due to the Costa Rica goalkeeper's red card, even though it was later rescinded. The match will be played without fans from either side, "because the association does not want to take any risks."

Police arrested 25 fans amid rioting outside the stadium after the match was called off last week.

The rematch will be played Jan. 19. The winner plays amateur club GVVV in the quarterfinals.

The Dutch FA also fined Ajax ?10,000 ($13,000) for failing to prevent the fan - who was supposed to be serving a 3-year ban from attending matches at the Arena - from invading the pitch. Ajax announced shortly after the match it would never again sell the man a club card or season ticket and later tweeted that it had slapped him with a 30-year stadium ban.

Football authorities also gave Ajax a suspended sentence of playing one home match without fans. That sanction will only be applied if the club commits another offense in the next two years.

Ajax had until Jan. 2 to appeal, but Financial Director Jeroen Slop said the club would accept what he called tough sanctions "under protest" because of the limited legal avenues to overturn the punishment.

The fan whose pitch invasion sparked the disciplinary action has been in police custody since he was arrested after stewards led him off the ground. Dutch media reported that his family went into hiding after receiving telephone threats.

Darfur rebel leader Ibrahim dead, Sudan says (Reuters)

KHARTOUM (Reuters) ? Sudan's armed forces claimed Sunday to have killed the head of the western Darfur region's most powerful rebel group, the Justice and Equality Movement (JEM).

"The armed forces clashed in a direct confrontation with Khalil Ibrahim's rebel forces, and were able to eliminate Khalil Ibrahim," Al-Sawarmi Khalid, Sudan's armed forces spokesman told state television.

Ibrahim's death, if confirmed, could represent a serious blow to the rebel group, although tightly restricted access to Darfur and Sudan's other conflict zones makes it almost impossible to accurately gauge the real strength and internal unity of insurgent groups.

The armed forces spokesman said Ibrahim and other leaders had been trying to enter South Sudan, which seceded from Sudan in July under a 2005 peace deal that ended a separate, decades-long civil war.

JEM could not immediately be reached for comment.

Mainly non-Arab insurgents in Darfur took up arms against Khartoum in 2003, claiming the central government had neglected the remote region and was favoring local Arab tribes.

The United Nations has said as many as 300,000 people may have died in the Darfur conflict. Khartoum puts the death toll at 10,000.

JEM - now considered the most powerful rebel group in terms of military strength - said in a statement Saturday its fighters had clashed with government militias in parts of the North Kordofan state and planned to advance on the capital Khartoum.

The group said in September that Ibrahim had returned from Libya where he had been since May 2010, when neighboring Chad refused him entry.

JEM has refused to sign a Qatar-brokered peace agreement which Sudan signed with the Liberation and Justice Movement (LJM), an umbrella association of smaller groups.

In November, JEM said it had formed an alliance with other insurgents in Darfur and in two of Sudan's conflict-stricken border states.

Melanie Amaro wins first U.S. season of "X Factor" (Reuters)

LOS ANGELES (Reuters) ? An emotional Melanie Amaro won the TV singing contest "The X Factor" on Thursday, earning a $5 million recording contract and closing the first U.S. season of the heavily hyped Fox show.

Josh Krajcik finished second after a public vote and Chris Rene came in third after a Christmas-themed, two-hour finale that also saw performances by Justin Bieber, Stevie Wonder, Leona Lewis and 50 Cent.

Amaro, 19, a ballad singer whose voice has drawn comparisons to Whitney Houston and Mariah Carey, had been tipped by the four judges to win after delivering a powerful rendition of Beyonce's hit "Listen" in Wednesday's live show.

On Thursday, she dropped to her knees in prayer and wept with joy, speechless at her victory.

More than 100,000 people auditioned for a chance to compete in "The X Factor," which judge and entrepreneur Simon Cowell brought to American television after making it the most-watched show in his native Britain.

But the U.S. show has fallen short of the ratings and critical expectations set up by Cowell this year. It has drawn an average of 12 million viewers or about half the audience for long-running singing contest "American Idol" that is also on Fox.

Amaro gets a $5 million contract with Cowell's Sony Music-owned record label SyCo and a starring role in a new commercial from sponsor Pepsi.

"We came here to find a superstar and we found a superstar," said a delighted Cowell after Amaro won the contest.

Krajcik, 30, a bluesy rock singer who worked in a burrito restaurant before joining the show, also congratulated Amaro.

"Melanie deserves it. She has a wonderful voice. I have had such an incredible experience. I got to be myself and sing what I wanted to sing. I couldn't be happier," Krajcik said.

Rene, 28, a recovering drug addict and rapper whose original song "Young Homies" has been a YouTube hit, was eliminated at the halfway point of Thursday's live show.

All three contestants had performed two songs apiece on Wednesday. Host Steve Jones did not reveal the number of votes cast by the public by phone, text message, Twitter and online.

"I feel amazing that I got to do this, that I am here," Rene said. "I got to touch a lot of people's hearts out here."

"The X Factor" will return for a second U.S. season in the fall of 2012.

Russian oil rig tragedy sparks fears of Arctic spill

MOSCOW: The sinking of a floating oil rig that left more than 50 crew dead or missing is intensifying fears that Russian companies searching for oil in remote areas are unprepared for emergencies ? and could cause a disastrous spill in the pristine waters of the Arctic.

Only four months ago, Russian energy giant Gazprom sent Russia's first oil platform to the environmentally sensitive region, and industry experts and environmentalists warned it is unfit for the harsh conditions and is too far from rescue crews to be reached quickly in case of an accident. They are demanding Russia put Arctic oil projects on hold.

Russia is the world's largest oil producer, but it extracts most of its oil onshore, with no more than 2 percent of its production coming from mature offshore fields in the warm Black and Caspian seas and relatively new fields just off Sakhalin Island in the far east.

As Russia's core oil fields in Eastern Siberia are depleted, companies are looking north. The government hopes that up to 80 million tons of oil will be produced annually in the Arctic by 2030.

Russia is trying to assert jurisdiction over parts of the Arctic, which is believed to hold up to a quarter of the Earth's undiscovered oil and gas. By speeding up the Arctic oil project, the government is strengthening its bid.

The Kolskaya floating oil rig that capsized and sank in the Sea of Okhotsk on Dec. 18 had done exploratory drilling for Gazprom Neft Shelf, a subsidiary of Gazprom. It was being towed back to an eastern Russian port in a fierce storm when a strong wave broke some of its equipment and portholes, and it capsized in the choppy water.

Gazprom is now pioneering the oil development of Russia's sector of the Arctic and was the first Russian company to dispatch a drilling rig to the Pechora Sea in northwest Russia.

Russian oil companies have never operated in weather conditions as harsh as those found in the ice-bound Arctic, where ice ridges are meters (yards) deep and storms are frequent. The Kolskaya accident has reinforced fears that they are unprepared to meet the challenges.

"This tragedy has once again reminded us of how high the risks of offshore accidents are," said Alexei Knizhnikov, an oil and gas policy officer with the World Wildlife Fund.

WWF, Greenpeace and five regional Russian environmental organizations signed a petition on Thursday calling for a parliamentary investigation and urging the government to suspend the oil projects for now.

The petition accuses government agencies of failing to enforce environmental and safety regulations and says that current laws are inadequate for dealing with the magnitude of risk in the Arctic.

Environmentalists first raised their concerns when Gazprom announced in August that it was sending its platform to the Arctic for exploratory drilling in the Pechora oil field, which holds some 6.6 million tons of oil.

The platform's underwater section was built in Russia in the 1990s, while its upper part comes from a platform built in Scotland in 1982 and decommissioned from the North Sea in 2002.

Gazprom insists the Prirazlomnaya platform, billed as the first to be ice resistant, is safe and contains no old equipment except for its frame.

"We've done our best to implement the latest technology and regulations to prevent any accidents," Vladimir Vovk, chief of Gazprom's department for the management of equipment and technologies in developing marine fields, said at a news conference in September.

Environmentalists question both the state of the equipment and the platform's design. Because the Prirazlomnaya is situated hundreds of kilometers (miles) offshore, it is designed to store huge quantities of oil until tankers can arrive to collect it. The platform's storage tanks can hold up to 120,000 tons (840,000 barrels).

Unlike the Kolskaya, which was carrying no oil when it sank, the Arctic platform could potentially cause a disastrous spill if it capsized in icy, rough seas.

The distance from shore would also complicate any rescue or cleanup mission. The nearest port of any size is in Murmansk, some 1,000 kilometers (600 miles) away.

Even in warmer, more hospitable waters, accidents at oil platforms have been disastrous.

A giant oil slick was approaching the coast of Nigeria on Friday after what Royal Dutch Shell said was a spill during the transfer of oil from its floating platform in the offshore field to a waiting tanker. The spill came less than a week after Shell received approval from the U.S. government to drill exploratory wells off Alaska's northwest coast, in the Chukchi Sea near Russian waters.

In the Gulf of Mexico, the 2010 explosion of the BP-operated Deepwater Horizon rig killed 11 workers and led to more than 200 million gallons (4.8 million barrels) of oil spewing from a well deep beneath the sea.

Russia's parliament gave preliminary approval in September to a bill intended to tighten regulations on oil companies working in the Arctic.

Yekaterina Khmelyova, an environment law officer at the WWF, said the bill does not do enough to hold the oil companies publicly accountable or to guarantee a full assessment of the environmental risks. She said environmentalists and the business community are working on a new draft that among other things would provide for the creation of clean-up funds.

Oil industry experts also have expressed doubts about Gazprom's expertise in offshore drilling in the Arctic as well as the platform's design.

They have questioned the economic justifications for the project. The oil in the Pechora field is of low quality and the project will be loss-making without tax breaks, said Valery Nesterov, a senior analyst with the Moscow-based investment bank Troika Dialog. For state-controlled Gazprom, the Arctic project appears to be more of strategic importance than about any immediate economic benefits, he said.

"This is clearly a strategic task that the company is executing," Nesterov said. "It looks like Russia is not going to give up that strategy since the interests of ship yards, machinery producers and, possibly, the military are involved."

Four years ago, Russia staked its claim to supremacy in the Arctic by planting a titanium flag on the ocean floor and arguing that an underwater ridge connected the country directly to the North Pole. The United States does not recognize the Russian assertion and has its own claims, along with Denmark, Norway and Canada.

Russia, Canada and Denmark are planning to their respective file claims to the ridge to the United Nations.

In past years, Russian ship yards and machinery producers have been able to stay afloat largely thanks to large orders coming from state-owned plants and government-sponsored projects. A large-scale oil and gas development of the Arctic is likely to give a welcome boost to both industries.

Pakistani army rejects US report on airstrikes

(AP) ? The Pakistani army on Friday rejected key findings from a U.S. investigation into American airstrikes last month that killed 24 Pakistani soldiers and said the report was unlikely to repair the severely damaged relationship between the two countries.

The investigation ? details of which were released Thursday ? concluded that mistakes on both sides led to last month's deadly attack along the border between Pakistan and Afghanistan. Pakistan has maintained its troops did nothing wrong and the attack was a deliberate act of aggression.

Pakistan refused to participate in the investigation, claiming past U.S. probes into border incidents were biased. It also retaliated against the attack by closing its border to NATO supplies meant for troops in Afghanistan and kicking the U.S. out of a base used to operate American drones.

Pakistan's response, while not surprising, is likely to worry Washington since the country's support is critical for the Afghan war. Pakistan not only provides a key route for supplies, but is important for peace negotiations with the Taliban.

Pakistani army spokesman Maj. Gen. Athar Abbas rejected the report's claim that Pakistani troops fired at American and Afghan forces first, triggering the incident. He told The Associated Press in an interview Friday that Pakistani forces retaliated only after coalition helicopters "started engagement." He also denied that Pakistan failed to notify NATO of the location of the two border posts that were attacked.

Abbas expressed surprise and frustration that the U.S. refused to apologize for the deaths of the soldiers, something many Pakistanis have demanded. He rejected an American offer to pay compensation to the victims' families, saying the army has its own welfare system.

"Nobody is interested in compensation," he said. "It is not in our military culture to take money for a fallen soldier. It is abhorred. We will take care of our own," Abbas said.

U.S. officials on Thursday accepted some blame for the incident and expressed regret for the deaths, but said their troops acted "with appropriate force" in self-defense because they thought they were being attacked by Taliban insurgents.

Brig. Gen. Stephen Clark, an Air Force special operations officer who led the investigation, said in a Pentagon briefing that U.S. forces did not know that the two relatively new Pakistani outposts ? spare structures constructed with stacked gray stones ? had been set up on the border.

Abbas repeated the army's claim that Pakistan had given NATO maps that clearly marked the location of the two outposts ? Volcano and Boulder ? located on a mountain ridge in the Mohmand tribal area. He also said the Taliban do not use such structures.

"Taliban do not make posts," said Abbas. "No insurgents make posts. It is a running war against insurgents."

Abbas accused NATO and Afghan forces of "gross violations" of standard operating procedures, including not informing Pakistan that their forces would be conducting an overnight operation along the border on Nov. 25-26 when the attack occurred.

Clark acknowledged the U.S. had not informed Pakistan that American and Afghan commandos were conducting an operation. U.S. and NATO commanders believe that some of their military operations have been compromised when they've given details and locations to the Pakistanis, he said.

U.S. Marine Gen. John Allen, the coalition's top commander in Afghanistan, was in Pakistan meeting army chief Gen. Pervez Ashfaq Kayani at the time of the incident in an attempt to repair their relationship. Kayani had made the overture to Allen, inviting him to Pakistan.

Pentagon officials said Thursday that military leaders had spoken by phone with Kayani about the report's conclusions, but have not yet given him a detailed briefing.

Abbas accused U.S. and NATO forces of ignoring established rules of engagement aimed at avoiding friendly fire incidents. These rules demand troops under attack contact Pakistan to determine whether fire is coming from one of the country's outposts.

Abbas said Pakistan informed NATO forces in Afghanistan that the Volcano post has been hit, "but they kept firing and hit Boulder as well as the reinforcements going to help out the soldiers at Volcano."

Clark acknowledged U.S. forces failed to determine who was firing at them and whether there were friendly Pakistani forces in the area. Clark said U.S. forces used incorrect maps and mistakenly provided Pakistan with the wrong location where they said fighting was taking place ? an area almost nine miles (14 kilometers) away.

Abbas gave no indication of when Pakistan might lift its embargo on NATO supplies to troops in Afghanistan. However, he indicated the government would levy additional fees when the route is eventually reopened.

"You can't use our port, destroy our roads and get away without paying for it," Abbas said.

The attack was the latest of a series of crises to strain the relationship between Pakistan and the U.S. this year. A CIA contractor shot and killed two Pakistanis in the eastern city of Lahore in January, setting off a storm of anti-American protests.

This anger was compounded by the U.S. raid that killed Osama bin Laden in a Pakistani garrison town in May. The Pakistanis were outraged by the operation because they were not told about it beforehand.

Abbas said the future relationship between the Pakistani and U.S. militaries will likely be defined in a "very stern, formal way ... with well-defined limits of cooperation."

Gingrich Says Gay Marriage Supporters Should Vote for Obama (ContributorNetwork)

COMMENTARY| According to the Huffington Post, while GOP presidential candidate Newt Gingrich was at a campaign stop in Oskaloosa, Iowa, an adjunct professor of writing at William Penn University, Scott Arnold, who is a Democrat, asked how Gingrich plans to engage gay Americans.

Gingrich ultimately told the man that if the most important issue for them is the definition of marriage, they should vote for Obama. We already know that Gingrich's own sister, Candace Gingrich-Jones, does not support her brother and will be voting for Obama, though she's just one person. It sounds like he feels comfortable with the amount of supporters he has to alienate gays, and people who are in support of same-sex marriage.

According to ABC News, 4 percent of the population is gay; the percentage of Americans who support gay marriage is 53 percent, according to the latest Gallup poll. Perhaps many of these same people would be voting for our current president regardless of Newt and his views, but it still seems like a large amount of voters to disregard.

No matter how loudly some like to cry about it, the tide is changing in America. LGBTs should not be discriminated against, and should be allowed into legal, committed loving relationships if they so chose. Certainly a man who has cheated on his spouses and has been married three times should be the last to make such a judgment.

On Wednesday, December 21, just a day after Gingrich made the comment that supporters of gay marriage should vote for Obama, a photo and report by the Associated Press documented an historic event. Two female Naval Petty Officers shared the first same-sex kiss at a ship's return.

The repeal of the U.S. military's "don't ask, don't tell" rule led to the two women sailors becoming the first to share the coveted "first kiss" on the pier after one of them returned from 80 days at sea. Petty Officer 2nd Class Marissa Gaeta of Placerville, Calif., remarked, "It's nice to be able to be myself. It's been a long time coming."

Though many conservatives would like to see our country's progress go in reverse, the majority of Americans don't want that to happen, and are in support of human beings entering a loving relationship whether the person is the same or opposite gender.

This summer, the legalization of same-sex marriage in New York became yet another historic milestone for human rights, proving that there may be a light at the end of the tunnel, and some day love will overcome bigotry and hate, despite Mr. Gingrich's so-called values.

"Jersey Shore's" Snooki sued by licensing company (Reuters)

LOS ANGELES (TheWrap.com) ? It's another day, another lawsuit for the "Jersey Shore" crew.

Following on the heels of Mike "The Situation" Sorrentino's lawsuit against clothing company Abercrombie & Fitch, Sorrentino's pint-sized reality TV cohort, Nicole "Snooki" Polizzi, has found herself in her own legal entanglement, according to the New York Post.

Polizzi is being sued for $7 million by licensing company SRG Ventures, which claims that it entered a business partnership for a variety of Snooki-related merchandise, but the deal went south because the "Jersey Shore" starlet began negotiating with other brands behind SRG's back and stalling on the deals that SRG presented to her.

According to SRG, the company had presented ideas for Snooki-branded lingerie, watches and school supplies. Yes, school supplies.

Polizzi's management company, Neon Entertainment, is also named in the suit.

Sound like the squabbling of a couple with a past? That's not far off. In October, Polizzi sued SRG to get out of her contract with them, claiming that SRG fell short of its obligations, failing to line up sufficient branding partnerships and -- perhaps the crux of it all -- cash.

SRG's counter-strike has failed to rattle the diminutive MTV charmer -- at least according to her spokesperson, who told TheWrap, "Ms. Polizzi disputes SRG's version of the facts and looks forward to her day in court."

SRG and Neon Entertainment did not immediately respond to TheWrap's request for comment.

The high cost of child care

If you?re a working parent, chances are at some point you?ve bemoaned the high cost of child care.

The lower your income, the more likely you are to have reason to complain.

A recent graphic from CLASP, an advocacy group for low-income people, shows that families with working moms who live below the poverty line and have kids under 15 are spending 40 percent of their monthly income on child care expenses.

That?s a more than 10 percentage point increase from 2002, according to CLASP.

Both sets of data are based on information from the U.S. Census Bureau, and they exclude people who are getting child care for free or from a family member, government or charity program. The most recent data was released in the spring of 2010.

Hannah Matthews, the director of child care and early education for CLASP, said it?s not clear why child care costs have increased so substantially for very low-income families. One hypothesis is that child care costs are going up while incomes are dropping or staying steady.

The 40 percent figure is also very high in comparison to families who earn 200 percent above the poverty line, or more. Those families are paying just 7 percent of their monthly income in child care expenses.

Matthews noted that many families in the 7 percent range also likely feel pained by that child care bill.

?It?s 7 percent of their income and feels like such a large amount. It?s striking to think about what it feels like for a family that?s in the 40 percent chart there - what they?re dealing with just to make ends meet,? she said.

Russian rig sinks, more than 50 feared dead (Reuters)

MOSCOW (Reuters) ? A drilling rig with 67 crew on board capsized and sank off Russia's far eastern island of Sakhalin on Sunday while being towed through a winter storm, leaving more than 50 dead or missing in the icy Sea of Okhotsk.

Emergency officials said the crew of an icebreaker and tugboat rescued 14 workers alive from the jack-up rig, the 'Kolskaya', which was operated by a Russian offshore exploration firm. They recovered four bodies from the water.

"The Kolskaya keeled to its side ... and sank within 20 minutes. The depth of the water at the site is 1,042 metres (3,400 feet)," Russia's federal water transport agency said on its website.

Four of the survivors, suffering from hypothermia, were airlifted by helicopter to land and taken to hospital after the disaster struck at 12:45 p.m. (0145 GMT).

The rest of the crew were missing, 200 km (125 miles) off the coast of remote Sakhalin island. The water temperature was one degree Celsius (33.8 Fahrenheit), giving survivors around 30 minutes before freezing to death, according to maritime and rescue websites.

Three rescue craft, as well as helicopters, were sent to scour the waters for survivors from the rig owned by Arktikmorneftegazrazvedka (AMNGR), a unit of state-owned Zarubezhneft.

"There is no ecological danger. The vessel was carrying the minimum amount of fuel as it was being tugged by two craft," said a spokesman for AMNGR.

The incident was a blow to efforts by Russia, the world's largest energy producer, to step up offshore oil and gas exploration to stave off a long-term decline in onshore production.

The jack-up rig, which has three support legs that can be extended to the ocean floor while its hull floats on the surface, was heading from Kamchatka to Sakhalin when it overturned in stormy conditions with a swell of up to 6 metres.

"(President) Dmitry Medvedev has ordered all necessary assistance be provided to the victims of the drilling platform accident and has ordered a probe into the circumstances of the loss of the platform," the Kremlin said. The Emergencies Ministry said it would work through Sunday night.

GAZPROM OFFSHORE DRILLING

Russia's federal Investigative Committee, which answers to the president, said it would investigate the accident and would question rescued workers as well as those responsible for organising the towing of the craft.

"The violation of safety rules during the towing of the drilling rig, as well as towing without consideration of the weather conditions ... are believed to be the cause of the (disaster)," investigators said on their website.

The 'Neftegaz-55' tugboat, also owned by AMNGR, had been towing the Kolskaya and took part in the search effort, but pulled out after suffering hull damage from the high waves.

The tug, carrying most of the crew rescued from the rig, had taken on water and was trying to limp to port. An icebreaker, the 'Magadan', was still at the scene.

As night fell, an air search team was called off, and another was set to resume the quest for survivors the next day.

"With daybreak the search from the air will continue with an Mi-8 helicopter along with the sea teams," agency Itar-Tass reported an Emergencies Ministry official as saying.

The rig, built in Finland in 1985, had been working on a minor gas production project in the Sea of Okhotsk for a unit of state-controlled gas export monopoly Gazprom, the company said.

Russia's prize offshore gas and oil fields lie northeast of Sakhalin. Two major offshore projects are already producing oil and gas off the island: Sakhalin-1, operated by Exxonmobil and Sakhalin-2, in which Gazprom has a controlling stake.

The disaster is unlikely to seriously affect oil or gas production. AMNGR said the vessel was no longer under contract when it sank.

Operating conditions in the region, explored by Soviet geologists in the 1960s and 1970s, are among the harshest for Russian energy companies.

WINTER CONDITIONS

Winter often lasts 220-240 days in the waters off Sakhalin, where the main companies operating are ExxonMobil, Gazprom, and Royal Dutch Shell. They produce oil and gas, sometimes in icebound conditions, for export largely to Asian markets.

Sakhalin-2, in which Shell and Mitsui also have stakes, produces 10 million tonnes per year of liquefied natural gas at Russia's only LNG plant in the port of Prigorodnoye for export to Asia, much of it to Japan.

Each tanker of crude oil produced by at the 160,000 barrels-per-day Sakhalin-1 project, operated by ExxonMobil, is escorted by two icebreakers when ice thickness reaches 60 cm (2 feet).

State-controlled Rosneft this year reached a major deal with Exxon to explore for oil and gas in the Kara Sea, to the north of the Russian mainland, a largely unexplored region estimated to hold over 100 billion barrels of oil.

Poor infrastructure and chronic corner-cutting in Russia have contributed to several sea disasters, notably the sinking of the nuclear submarine Kursk in the Barents Sea in August 2000, in which all 118 aboard were killed.

Early rally fades; stocks down for the week

An early rally faded on the stock market Friday, leaving indexes down about 3 percent for the week as worries resurfaced about a breakup of the euro. BlackBerry maker Research in Motion plunged after slashing its forecast for holiday sales.

The Dow Jones industrial average closed down 2.42 points Friday, less than 0.1 percent, at 11,866.93. It had been up as many as 99 points after the Italian government won a confidence vote on austerity measures. It turned mixed around midday as Fitch warned that it might downgrade the debt of Italy, Spain and four other countries that use the euro.

Materials and industrial companies rose, signaling that traders expect the economic recovery to remain on track. Utilities, health care and consumer staples companies lagged the market as traders sold stocks that are considered to be safer when the economy is weak.

The Dow Jones industrial average broke a three-day slump Thursday on news that claims for unemployment benefits plunged last week and measures of manufacturing in the Northeast improved dramatically. The Dow lost 360 points over the first three days of the week as investors questioned whether Europe's agreement to closer coordinate fiscal policy would be enough to save the euro from a catastrophic breakup.

Some analysts believe nervousness about Europe this fall and winter pushed stock prices lower than their fair value. Investment adviser Uri Landesman, president of Platinum Partners, expects stocks to rise into next year because of the growing likelihood that economic news and European headlines will remain positive.

"The odds are, the news is going to be better than the market is discounting," Landesman said. He said the market is near the low end of its recent trading range, and a dose of positive news could set off a mini-rally. Any market moves next week could be sharp as trading volume thins out before the Christmas holiday, Landesman said.

The Standard & Poor's 500 index rose 3.89, or 0.3 percent, to 1,219.65. The Nasdaq composite index rose 14.32, or 0.6 percent, to 2,555..33 The Dow is down 2.6 percent for the week; the S&P 2.8 percent. The Nasdaq lost 3.5 percent.

The yield on the 10-year Treasury note plunged to 1.85 percent from 1.93 percent earlier Friday after the government said consumer prices were unchanged last month, suggesting that inflation remains low. Low inflation makes bonds more attractive because it doesn't diminish the buying power of the fixed return a bond provides over time.

The gains were broad. Eight of the 10 industry groups in the S&P 500 index rose, led by materials and industrial companies. U.S. factories in some regions have seen shipments and orders rise this month, according to two surveys released Wednesday. Materials companies are benefiting from soaring commodity prices.

Research In Motion Ltd. plummeted 11 percent after the company said late Thursday that new phones seen as critical to its future will be delayed until late next year. RIM also is taking a big loss on unsold tablet computers and predicted that its BlackBerry sales will fall sharply during the holiday sales season.

Online game developer Zynga Inc. fell 5 percent in its first day of trading on the Nasdaq. The maker of Farmville's initial public offering was priced late Thursday at $10 per share, raising $1 billion. That means the San Francisco company can boast the biggest Internet IPO since Google Inc. first offered shares in 2004.

Among the other companies making big moves:

  • New York-area cable TV provider Cablevision Systems Corp. plunged 9 percent following the sudden departure of its chief operating officer, Tom Rutledge.
  • Adobe Systems Inc. jumped 6.6 percent after the software maker reported earnings and revenues that were far better than what analysts had expected. Analyst Walter Pritchard at Citigroup said the quarter was a "blow-out when most expected weakness."

Terror detainee turned over to Iraqis

The last American prisoner in Iraq, a Hezbollah commander linked to the kidnapping deaths of four U.S. soldiers, was turned over to the Iraqi government Friday, the White House said.

U.S. officials have long feared that such a transfer would lead to Ali Mussa Daqduq's release from prison. But his case became enmeshed in both international diplomacy and the Washington political debate over how best to prosecute suspected terrorists.

Under President George W. Bush, prosecutors had planned to someday charge Daqduq in a U.S. criminal court. But those plans were scrapped after Obama took office and lawmakers began restricting the president's ability to bring terrorist suspects into the United States for trial.

Many Republicans had wanted Daqduq prosecuted before a military tribunal at the Guantanamo Bay base in Cuba. The Obama administration had hoped a compromise would be to prosecute Daqduq in a first-of-its-kind military commission on U.S. soil.

But the Iraqi government would not let the United States take Daqduq out of the country for trial, White House spokesman Tommy Vietor said.

"We have sought and received assurances that he will be tried for his crimes," Vietor said Friday.

It was not immediately clear what charges he could face. The U.S. has said he was part of a brazen raid in which four American soldiers were abducted and killed in the Iraqi holy city of Karbala in 2007.

'A new chapter': US officially ends Iraq war

Iraq has had a shoddy record on detainee security. Last year, just a week after the U.S. turned more than 1,000 detainees at its Camp Cropper prison over to Iraqi control, four al-Qaida-linked detainees escaped. An investigation showed that the detainees had inside help.

That had lawmakers worried that Daqduq would return to Hezbollah soon after his transfer. Shortly before the White House announcement, Sen. Mark Kirk, a Republican, was gathering signatures on a letter to Obama.

"Daqduq's Iranian paymasters would like nothing more than to see him transferred to Iraqi custody, where they could effectively pressure for his escape or release," Kirk wrote. "We truly hope you will not let that happen."

Sen. Saxby Chambliss, Republican vice chairman of the Senate Select Committee on Intelligence, fumed over the release of Daqduq.

"Rather than ensure justice for five American soldiers killed by Hezbollah terrorist Ali Musa Daqduq, the administration turned him over to Iraq, once again completely abdicating its responsibility to hold on to deadly terrorists. Given Iraq's history of releasing detainees, I expect it is only a matter of time before this terrorist will be back on the battlefield."

Vietor said a trial at Guantanamo Bay was never an option, either for the Iraqis or for the administration.

"The policy of this administration, because we believe it's in our national security interest, is to close the detention facility at Guantanamo Bay, not add to the population," he said.

Two Iraqi officials, speaking on condition of anonymity because they were not authorized to discuss the case, said Daqduq was in the custody of Iraqi judiciary authorities in Baghdad. Daqduq will stand before an Iraq investigative judge, one official said. Investigative judges decide whether there is enough evidence for a trial and recommend specific charges, somewhat like a grand jury does in the U.S. system.
